New law/ The new rule for vehicle insurance comes into effect today -

Starting from January 1, 2026, drivers will face a significant change in compulsory motor third-party liability insurance, through the bonus-malus system. This system foresees that those who cause damage will pay higher premiums, while drivers with no accident history will benefit from modest premium reductions.

According to market experts, the most significant changes will occur for drivers with recorded claims (malus), while discounts for drivers without claims (bonus) will be more limited.

The decision to introduce this system is based on the regulation adopted by the AFSA in 2024, "On the determination of risk factors in compulsory transport insurance", which entered into force on January 1, 2025. During the first year of implementation, the bonus-malus principle was not applied, but full implementation begins in 2026.

In determining insurance premiums, companies consider several key factors, including claims history, vehicle engine power, driver age and experience, vehicle usage, country of registration, and vehicle age.

The Law on Compulsory Motor Insurance, adopted in 2021, provides for the bonus-malus system as a right of companies, not an obligation. Its implementation became possible only after the approval of the AFSA regulation. However, competition in the market remains limited and premiums are almost the same across all companies.

For the first 9 months of 2025, according to the AFSA, Sigal leads the market with 20.64% of gross written premiums, followed by Eurosig with 15.19% and Sigma with 14.59%. The changes in market share are minimal, reflecting the lack of effective competition, an issue that was also raised during this year's reports to the Albanian Parliament by the AFSA and the Competition Authority.
