The public joint-stock company that managed Albania's airspace has ceased to exist. Two weeks ago, the Ministry of Economy, in its capacity as the sole shareholder, approved the deregistration of Albcontrol sha.

The Ministry of Economy and Innovation decided to dissolve the company Albcontrol sh.a without going into liquidation in accordance with Article 21 of the Law on the Air Navigation Service Provider "Albcontrol," the decision of the general shareholder assembly states.

According to the decision, the rights and obligations of Albcontrol sh.a will now be transferred to the Albcontrol Public Entity, which will be a non-budgetary entity.

The closure of the public company Albcontrol and its replacement with a Non-Budgetary Public Entity was sanctioned by a special law two years ago, as an attempt to save money on the Becchetti fine.

But apparently this was a failed attempt, as all the money generated by Albania's airspace since 2020 is being held in Brussels and some of it has even been ultimately confiscated by the Italian businessman.

According to data from Albcontrol's official balance sheet, by the end of last year, the amount blocked in Albcontrol's accounts at Eurocontrol in Brussels reached 18.3 billion lek or over 193 million euros.

Even though this amount has now exceeded the Becchetti fine, the money still remains there and the Albanian state cannot withdraw a single penny.

The blocking of billions in Brussels forced the government to intervene with citizens' money to make it possible to keep airspace and flights open in Albania.

Initially, the government provided some loans to Albpetrol through the Ministry of Finance and other state-owned companies, but earlier this year, the Council of Ministers forced the Ministry of Infrastructure and Energy to pass on 7 billion lek to Albpetrol, not as a loan, but as a capital injection.

In short, through this operation, Albanian citizens directly paid the 130 million euro fine imposed on Becchetti, which came after the personal quarrels of Prime Minister Edi Rama and his court with the Italian businessman. Kapitali.al
