Socialist for the rich, capitalist for the poor

The Socialist Party and its leader Edi Rama have been frequently criticized by academics, journalists, and various public intellectuals for not being socialist at all. Many have seen the current government as serving a narrow group of oligarchs rather than the broader strata in need.
And yet there is a conceptual inaccuracy in the criticism made of Edi Rama's "socialist" government, beyond the statistical or economic inaccuracies that may be present in criticisms of the failure to increase pensions, or the inadequacy of the social protection budget,
The socialism of Mr. Rama's SP is truly lacking among the middle classes and those in need, but it is very present among the wealthy classes.
In fact, the richer you are, the more economic aid you receive from the Rama government, whether in the form of taxes or in the form of public land in the most strategic points of Albania. It is enough to look at the aid that the Rama government gave to two strategic investors, Alabar in Durrës and Kushner in Sazan, in the form of hundreds of thousands of square meters of land whose market value runs into billions of dollars.
Alabar in Durrës received 812,000 square meters of land in the middle of Durrës, while Kushner was currently given 45 hectares of land in Sazan, or 450,000 square meters. In both cases, we have privatization of public space, the ownership of which is transferred to a private business.
Of course, Prime Minister Rama insists that public assets are not being privatized in either Durrës or Sazan. And yet in both of these projects, apartments and residential houses will be built, and are being built, that will be sold, or have been sold, to third parties inside and outside the country. So we are clearly dealing with the privatization of public space, and not just any space, but the most strategic and valuable.
Of course, the Albanian state's aid is not limited to international billionaires like Alabar or Kushner, it also feeds local economic interests that are close to the government. In the case of Alabar, the relocation of the Port of Durres to Porto Romano produced direct benefits for the Kastrati Group, which has its own private port in that area. The processing of goods that was done yesterday at the Port of Durres is now done at this group's port in Porto Romano.
If you do a simple calculation of the monetary value that our government has given to strategic investors, who by the legal definition are very wealthy, it is easy to see that it is about billions of dollars in the last three or four years alone. Readers can easily do the calculations to see what the market value is today for 812 thousand square meters of land in the heart of Durrës and on the seashore, or what the value is of 450 thousand square meters of land in Sazan today, or in Zvërnec tomorrow.
Kësaj llogarie i duhen shtuar lehtësirat fiskale që u jepen investitorëve të tjerë strategjik me eleminimin e taksave për dhjetë vite, por edhe me dhurimin e mijërve metra katror bregdet. Bëhet fjalë për investitorë që janë pranë qeverisë socialiste dhe që ushqehen prej saj me politika fiskale, me dhurim tokash publike apo me vendime qeveritare që ia heqin biznesin konkurrentëve të tyre dhe ua kalojnë atyre, siç është rasti i Portit të Durrësit.
Ndihma ekonomike që qeveria socialiste i jep këtij grupi social, në mënyrë direkte apo indirekte, është shumë më e madhe se përftimi që marrin shtresat në nevojë, ose bizneset e vogla dhe të mesme. Në fakt ndihma reale ekonomike që qeveria jonë jep është në proporcion të zhdrejtë me kapacitetin ekonomik të qytetarit.
Një rezort i fuqishëm prej 5 yjesh nuk paguan taksa dhe përfton mijëra metra katror truall në zonat më të vyera të bregdetit tonë. Një hotel me 3 yje mund të privatizojë plazhin përballë, por nuk përfton eleminim taksash, përkundrazi përballet përditë me dorën e rëndë të tatimeve. Ndërkohë qytetari i thjeshtë jo vetëm nuk përfiton truall, plazh apo taksa, por duhet të paguajë shezlongun tek plazhi i privatizuar.
Edhe çmimi i zhezlongut është në përpjestim të zhdrejtë me ndihmën që privati ka marrë nga shteti. Nëse privati ka marrë shumë ndihmë fiskale dhe truall nga shteti atëherë çmimi i shezlongut është shumë i lartë, si tek rezortet ekskluzive të Kushnerit. Nëse privati nuk ka përfituar nga shteti as truall dhe as ndihmë fiskale, atëherë çmimi i shezlongut është më i lirë, si tek hoteli me 3 yje.
Ky është “kapitalizmi” ynë që nuk ka fare lidhje as me tregun dhe as me konkurrencën e lirë. E them këtë për të gjithë lexuesit që do më sulmojnë si marksist, komunist apo anti-kapitalist. Për të gjithë miqtë e mi të vjetër dhe të dashur neoliberalë që do më përplasin në fytyrë virtytet e tregut të lirë.
Socializmi i pasanikëve që ka zhvilluar qeverisja Rama nuk ka lidhje fare me tregun e lirë. Përkundrazi ai e zhduk konkurrencën e lirë dhe të nderëshme duke ndihmuar të fuqishmit dhe duke penalizuar të dobtit. Është një model që stimulon përqendrimin e zhvillimit turistik në pak duar që mund të kontrollohen më lehtë nga qeveria dhe kryeministri i rradhës.
Është i njëjti model dhe e njëjta llogjikë që u përdor dje, pas rënies së komunizmit, për të privatizuar pasurinë tonë kombëtare në pak duar. Është e njëjta llogjikë që u përdor për ta çuar ARMO-n për skrap duke e privatizuar me një “investitor strategjik” pranë qeverisë Berisha, siç ishte Taçi i famshëm që sot ka marrë arratinë. Ndërkohë që mungesa e rafinimit apo përpunimit të naftës në vend pasuron ata që kanë monopolin e importit të saj nga jashtë.
It is a development model that in the name of capitalism, development, the market and free competition does nothing but close the market and competition, produces monopolies that reduce Albanian capitalism to a few unproductive hands. It is a parasitic capitalism because it is not based on the development of technology, competition or productivity but on government favors.
It is also an exclusionary capitalism because the profits of development are concentrated in a few hands, while the costs are borne by the entire Albanian society. Alabar benefited from the land of the port of Durres, Kastrati benefited from the business of this port, while the new port of Durres in Porto Romano will be built with the taxes of citizens and businesses that are not powerful enough to be excluded from them.
This is socialism for the rich and capitalism for the poor. The handouts that the Rama government gives to the latter, whether as social assistance or as bonuses for pensioners, do not compare to the morsels that benefit the former./ Lapsi.al
