Two former directors of the Cadastre Fier and Kastriot Hasko are in custody, the scheme of alienation of properties in Seman is revealed

4 people have been arrested at the request of the Fier Prosecutor's Office, as part of an investigation into forgery of documents and abuse of office.

Among those arrested are two former directors of the Fier ASHK, a legal specialist from this institution, and the person suspected of having benefited from the properties.

The First Instance Court of General Jurisdiction in Fier has ordered the security measure "Arrest in prison" for Ertis Shehu and Bardh Kapaj, former directors of the Fier Anti-Corruption Agency, P.Ç., specialist and lawyer at this institution, as well as Kastriot Hasko, suspected of being the beneficiary of the properties.

According to the Fier Prosecutor's Office, the investigation was conducted within the framework of criminal proceedings no. 1026 of 2025, in cooperation with the Judicial Police of the Fier Local Police Directorate and through the use of proactive methods.

As part of the investigation, more than 76 properties, with a total area of ​​about 1,143 hectares of land, as well as 150 thousand euros, have been seized.

How the properties were allegedly obtained

According to the prosecution, KH is suspected of using two forged decisions of the Fier Property Restitution and Compensation Commission as property titles.

Based on these documents, he is suspected of having managed to register as co-ownership an area of ​​approximately 1,143 hectares, located in cadastral zones 3301 and 3358, in Seman i Ri and Sheq Marinas, with four other people.

Then, according to the Prosecution, KH presented himself as a co-owner and representative of the other co-owners. Through a special power of attorney that was allegedly forged, he then sold the land to two different companies.

Suspicions against former ASHK officials

The prosecution alleges that the former directors of the Fier ASHK, E.Sh. and BK, together with specialist P.Ç., have registered the properties in the co-ownership of KH, in violation of the legislation on cadastre and the rules for the completion of transitional ownership processes.

Investigations continue to fully document the suspected actions and responsibilities of the individuals involved.
