The investigations and criminal proceedings that SPAK has opened against Deputy Prime Minister Belinda Balluku in the "Llogara Tunnel" affair have recently become a cause for Democratic Party leader Sali Berisha and his opposition. But how did the story of Balluku's investigation actually begin?
How it all started with a report by Lulzim Basha
According to the documents of the Decision of SPAK prosecutor Dritan Prençi on the indictment of Belinda Balluku and other officials in this affair, it is revealed that the investigations began after a complaint by former leader and former MP of the Democratic Party Lulzim Basha.
" The Special Prosecution Office against Corruption and Organized Crime, based on the report made by citizen Lulzim Basha, former Member of the Albanian Parliament, on 09.08.2014, has registered criminal proceedings no. 167 for the criminal offense "Violation of equality of participants in tenders or public auctions ", it is written in the decision to take Belinda Balluku as a defendant, signed on December 20, 2025.
After more than 1 month from the day Lulzim Basha filed the report with SPAK, Gazmend Bardhi also filed the same report on 12.09.2024 .
Since Bardhi's report was the same one that Basha had filed a month earlier, SPAK on 20.09.2024, merged the two reports into one. But the funniest part of this "story" is that Gazment Bardhi is publicly boasting and claiming that he is the only one who has reported the "Llogara Tunnel" affair to SPAK. He even goes so far as to publish part of the SPAK Decision, but removes the lines where it is written that the investigations started from Lulzim Basha's report and leaves that part of the document, where it is written only about his report, which according to SPAK is the same as Basha's, but filed 35 days later.
The corrupt history of the tender for the “Llogara Tunnel”
The history of the political journey of Deputy Prime Minister and Minister of Infrastructure and Energy, Belinda Balluku, comes into focus as she is under investigation by SPAK for several criminal charges filed by the opposition for corruption affairs.
The serious and official beginning is the criminal complaint against Lulzim Basha for the tender for the construction of the Llogara Tunnel on the Orikum-Himara axis, as part of the Vlora-Saranda highway, one of the most expensive in the country today.
"Në Shënjestër" also published details from the investigative file of one of Balluk's close associates, former head of the Albanian Anti-Corruption Agency, Evis Berberi, which led investigators to the deputy prime minister.
Tender me vlerë fondi limit 190 milion euro, punime me afat realizimi 37 muaj nga lidhja e kontratës ku data e fundit e dorëzimit të ofertave, e mbajtjes dhe shpalljes së fituesit të tenderit duhet të ishte data 12 Shkurt 2021.
Por që çuditërisht ky tender edhe pse kishte 6 ofertues, ku oferta më e ulët ishte ajo kompanisë ‘Gjoka Construksion’ në vlerën 140 milion euro, u anullua.
Kjo pasi Ministria e Infrastrukturës dhe Energjisë e drejtuar nga Belinda Balluku, i cilësoi ofertat si të papërshtatshme.
Arsye kjo për të shpallur edhe njëherë procesin e tenderimit i cili nga sa shikohet nuk vonoi.
Pasi më 26 qershor 2021, jo më larg se katër muaj nga anullimi i tenderit të parë, Ministria e Infrastrukturës dhe Energjitikës rihap edhe njëherë garën për ndërtimin e Tunelit e Llogarasë.
Anullimi i tenderit të parë dhe rihapja e procedurave për herë të dytë që nga sa vihet re në vazhdim është vetëm një manovër për t’i hapur rrugë një kompanie turke, e cila del se u shpik vetëm për atë që do të ishte tenderi i radhës.
Kompani e cila rezulton se kishte një kapital qesharak, prej vetëm 1 mijë lekë të reja dhe që do të shërbente në vazhdim si një prestanome për të mbuluar kompaninë ‘Gjoka Construksion’ e cila në të vërtetë ishte ajo që kryen punimet si nënkontraktore në ‘Tunelin e Llogarasë’.
Gjë që vihet re edhe nga makinat e tonazhit të rëndë si dhe punonjësit që mbajnë të loguar emrin e kësaj kompanie.
Garë e trukuar
Tender ku morën pjesë 5 kompani. Ajo çfarë hetimet kanë zbuluar janë “kriteret e vendosura tek dokumentet standarte të tenderit janë përgatitur nga përfaqësuesi i shoqërisë holandeze ‘Hill International N.V’ shtetasi grek Ioannis Kirkinezis.
Shoqëri që ka marrë pjesë në këtë procedurë prokurimi si Bashkim Operatorësh Ekonomikë ‘Hill International N.V’ dhe ‘Net Group’ shpk.
Ku pas emërimit në këtë post Evis Berberi i kishte shitur Valter Begaj, për 1.7 milion euro aksionet e tij te kompania ‘DAAM’. Aksione që Berberi i kishte blerë për vetëm 800 euro. Ndërkohë që ortakëria midis tyre u pa të shëndoshej edhe në vazhdim.
Nga ku rezulton se, “Evis Berberi ka qenë personi që ka orientuar shtetasin grek Ioannis Kirkinezis, që të bashkëpunojnë me administratorin e shoqërisë shqiptare ‘Net group’ Valter Begaj për të krijuar marrëveshje bashkëpunimi, për të marrë pjesë si bashkim operatorësh në këtë porocedurë prokurimi”
Shoqëria pjesëmarrëse në këtë procedurë prokurimi ‘Hill Internacional N.V’ rezulton se nuk ka plotësuar kriterin për punët/shërbimet, që të jenë realizuar nga kjo shoqëri, në kufirin e parashkuar në dokumentet standarde të tenderit. Nga ana e shoqërisë ‘Hill Internacional N.V’ për të vërtetuar këtë kriter janë paraqitur si dokumentacion provues fatura për kontrata të realizuara nga dy shoqëri të tjera të huaja, të cilët nuk mund të konsiderohen si punë/shërbim i realizuar nga shoqëria holandeze ‘Hill International N.V, pjesëmarres në këtë procedurë prokurimi.’

"The criteria for this tender were very difficult to meet. Under these conditions, I spoke with the proposing department of the Dutch company 'Hill International N.V.' so that they could request documentation from other 'Hill International' companies around the world, in order to meet these criteria. The Dutch company 'Hill International N.V.' could not meet the criteria and for this reason, work from the American company 'Hill International INC' was also submitted," Ioannis Kirkinezis told investigators.
"The company 'Net Group' shpk of Valter Begaj, in order to meet the criterion of similar works, has filed several supervision or oversight contracts. These works generally consist of supervision and approvals of the construction of various works (supervision and oversight of 45 contracts in small values). However, it is found that they are not similar works to works in highway, railway or metro tunnels, therefore they cannot be considered as similar works to the procurement object", he stated.
