Who is the whore who agreed with R to take the tender, in Balluk's wiretaps?

The leader of the Democratic Party has published new wiretaps from the investigation into Deputy Prime Minister Belinda Balluku. Although Berisha mistakenly attributed the wiretaps to the Ring Road tenders, in fact it concerns a different group of tenders. It is the supervision of the performance maintenance of Albania's national axes.
In the conversations that took place, Balluku asks Evis Berberi with surprise what these supervision tenders are that he has opened and why he has made them with a three-year term.
According to the intercepts, at 18:07, citizen Belinda Balluku sent a photo, like the one from the electronic procurement system, which lists the procurement procedures published by the Albanian Road Authority on March 17, 2022. The photo specifically contains the procedures:
Lot 4: Contract D “Supervision of performance maintenance works of the main axes of the Southern region”;
Lot 3: Contract C “Supervision of maintenance works with performance of the main axes of the Central and Southeastern region”;
Lot 2: Contract B “Supervision of maintenance works with performance of the main axes of the Central and Northeastern region”;
Lot 1: Contract A “Supervision of maintenance works with performance of the main axes of the northern region”;
After sending the photo, the minister asks her subordinate the following:
Belinda Balluku: "This is what he's talking about, he agreed with Rama! Why did you do it for 3 years? That's crazy! Deal with this, you'll drive me crazy. Explain to that whore that no new processes will be opened because they don't allow finance."

But who is the whore the minister is referring to, who agreed with R?
The four tenders for the supervision of performance maintenance of Albania's national axes were announced on March 17, 2022 and took place a month later, on April 18, with a total limit fund of 1.84 million euros.
The winners of the tenders were announced at the end of June 2022. According to official documents consulted by Kapital, the first lot, "Supervises performance maintenance works of the main axes of the northern region" was won by the merger of the companies ArchiSpace and Ave Consulting with a value of 440 thousand euros.
The second lot, supervision for the maintenance of the central and northeastern regions, was won by Evis Berber's Net Group and SWS Consulting Engineering with a value of 454 thousand euros.
The third lot was won by the joint venture "TRANSPORT HIGHWAY CONSULTING" & "ARABEL – STUDIO" & "LEAD CONSULTING" with 275 thousand euros, while the fourth lot was won by the monster "A & E ENGINEERING" of the tycoon taken under indictment by SPAK for corruption, Entela Çano, with the value of 475 thousand euros.

However, Çano is a lady and this automatically excludes her from the identity, as Balluku refers to this bitch in the intercepted conversations. Likewise Net Group since it was practically Berberit's own company. So that leaves two companies.
Looking for a whore
The exclusion of Çano and Berber narrows the exact identity that had been agreed upon with R, to the companies of the two lots. They are lot 1 and lot 3.
More specifically, lot 1 was won by the merger of the companies Archi Space and Ave Consulting. The former is owned by Rais Petrela, an architect rumored to be a servant of Erion Veliaj, as he publicly defended the interventions in Skanderbeg Square in a writing.

Meanwhile, the third lot was won by “TRANSPORT HIGHWAY CONSULTING” & “ARABEL – STUDIO” & “LEAD CONSULTING”. The first is owned by Engjëll Caka, while the second and third companies are owned by Ana Nishku and Ardit Kane respectively. But previously, the owners of this company were people connected to Berberi, such as Brunilda Buli, whom the former director of ARRSH called his aunt in the wiretaps transcribed by SPAK in his file.
This further narrows the gap to one of the two winning companies of lot 1. So between Rais Petrela and Arben Dervishaj.
Although beneficiaries of public funds, both of these characters are too small to cause anger and irritation in Belinda Balluku. Therefore, suspicions are that the tender won by the two companies was obtained on behalf of a third party, which is reinforced by the fact that a line above in the transcribed intercepts, Balluku speaks of a media circle.
It is not known whether SPAK has found the whore who had received the approval of the Republic to take the tender. But the budget money in Albania was wasted like this. In the work of whores.
