Votes for the diaspora with "DHL", the mailing process costs about 10 million euros

The postal company DHL will transport ballots for Albanian immigrants to 85 countries around the world.
The distribution of 245,808 envelopes will be carried out according to a schedule determined by the Central Election Commission, while the cost is estimated to reach 10 million euros, or in other words, 37.5 euros per ballot.
The Economic Operator declared the winner for the “Postal Service for Voters from Abroad” is “DHL INTERNATIONAL ALBANIA” SH.PK with a total value of 9,222,716 (nine million two hundred twenty-two thousand seven hundred sixteen) euros excluding VAT. and converted into lek at the value of 912,679,991.19 (nine hundred twelve million six hundred seventy-nine thousand nine hundred ninety-one point nineteen) lek excluding VAT.
The average price for a shipment for sending the envelope and returning it is 37.52 (thirty-seven point fifty-two) euros excluding VAT.
Immigrants will not find the envelope in the mailbox as the CEC has decided that the courier must personally deliver the ballot to the voter and not to their family members. This will be done by showing them a means of identification.
If you don't find it at the given address, the postman seems to have looked for it two more times before returning the envelope back to Albania.
This has also caused concern among political parties, who claim that this will affect the number of Albanians who will exercise their right to vote on May 11th.
The ballot is currently being produced in Slovenia.
Starting on April 5, the Central Election Commission will begin preparations for election materials so that the distribution of postal ballots can begin on April 10. The entire process of administration and counting of votes will take place at the Olympic Park in Tirana.
There has been high interest from the diaspora in the May 11 parliamentary elections.
The country with the highest number of immigrants is Italy with over 90 thousand voters, followed by Greece with over 60 thousand and Germany with over 25 thousand. While in 13 countries only 1 ballot will go, such as in Fiji, Venezuela, Ukraine, etc.
As for the regions, the diaspora vote will have the greatest weight in the Tirana region, followed by Fier and Durrës.
