A series of maneuvers were used by Belinda Balluku to obtain a luxury villa with a swimming pool in a modern complex built by the "Eurocol" company of businessman Pandeli Carapuli.
Villa No. F6 is located in one of the elite areas of Dhërmi. While adjacent to Balluk's villa, sources close to SPAK claimed that it is also the villa of her subordinate, Viola Haxhiademi, who serves as Secretary General of the Ministry of Energy and Infrastructure.
The country's former deputy prime minister, within a short period of only 8 months, has been indicted 3 times by the SPAK special prosecution, breaking every investigative record for corruption and abuse of office that has been imposed on a senior official that SPAK has investigated during its 6-year existence.
The third issue is precisely file No. 136 registered by SPAK in 2025 and that already at the beginning of June 2026, the investigation was concretized with the seizure of the luxury villa that legally appears in the name of the famous Albanian national athlete, Igli Tare.
But in reality it was used, controlled, and administered precisely by Belinda Balluku and her family members. A member of the investigative group of this file told journalist Elton Qyno that:
"...Balluku has tried to play this match beautifully with the aim of winning the luxurious villa in Gjilekë i Dhermi, which is one of the most coveted coastal areas of the moment. In this game, she has also introduced the former striker of the Albanian national team, Igli Tare, with the aim of finalizing the "goal" to take the villa. Meanwhile, on the other hand, Belinda herself has stayed on the field like a "Pyke" player, circulating without the ball and has tried not to leave evidence that implicates her with this wealth...".
Meanwhile, the case of the acquisition of the luxury villa was investigated by the BKH and SPAK in several directions, and all roads led precisely to Belinda Balluku.
The latter, in a public appearance with the staff of the Ministry of Energy and Infrastructure, stated that:
"…I have no and have never had any connection to corruption and I urge that the investigation that has been going on for months and that I have never hindered, continue to bring the truth to the surface. I do not have 300 or 30 or 3 apartments. I do not have 1 or 2 yachts, nor limousines nor helicopters or planes. I have not obstructed justice and I will not do so because I believe in it and I have supported it."
But the in-depth investigation conducted over the past few months has revealed the maneuvers used by senior official Belinda Balluku. SPAK received a tip that the former deputy prime minister of the country was enjoying a hidden villa in the "White Rocks" tourist complex in Gjilekë, Dhërmi.
Sinjalizimi që besohet se ka ardhur në SPAK nga një ambasadë e huaj që vepron në Shqipëri, sqaronte se Vila luksoze i ishte dhuruar Belinda Ballukut, nga biznesmeni Pandeli Carapuli.
Kjo aferë korruptivë që është trajtuar si dhuratë, është bërë në këmbim të paracaktimit si fitues të kompanisë “Eurocol” të Carapulit në dy tendera me vlerë rreth 1 miliard lekë tek “Albcontrol” që në atë periudhë drejtohej nga Belinda Balluku.
Kjo e fundit në cilësinë e drejtueses së intitucionit ka pilotuar tenderat përmes kryetarit të njësisë së prokurimit në “Albcontrol”, Evis Berberi dhe anëtarëve të kësaj njësie shtetasit me inicialet S.P., E.N. dhe A.M.
Të 4 këta persona kanë parcaktuar fituesin “Eurocol” sipas direktivave që u ka dhënë drejtuesja Belinda Balluku. Aktualisht të 4 personat po ndiqen penalisht nga SPAK për këtë çështje për akuzën e “Shkeljes së brazisë në tendera dhe ankande publike”.
Teksa kompania e Carapulit ka fituar dy tenderat, kanë filluar të rrjedhin dhe pagesat financiare nga “Albcontrol” tek shoqëria “Eurocol”.
Mirëpo në pamundësi për të marrë vilën luksoze në emrin e saj apo familjarëve të afërm, Belinda Balluku në atë kohë drejtoreshë,ka zgjedhur një figurë të njohur të sportit Shqiptar dhe ai Italian.
Emri i futbollistit Igli Tare, shfaqet në 5 dhjetor 2018 në një kontratë porosie, të lidhur para noterit publik mes ish-kapitenit të kombëtares Shqiptare dhe kompanisë “Eorocol” të biznesmenit Carapuli.
Vlera e kësaj kontrate porosie të firmosur mes Tares dhe Carapulit në atë kohë ishte 145 mijë euro. Verifikimet e kryera nga SPAK, kanë zbuluar se Igli Tare ka paguar përmes një banke të Nivelit të Dytë në Shqipëri, shumën 70 mijë euro.
Ndërsa pjesa tjetër e mbetur si diferenca prej 75 mijë euro, nuk ka asnjë gjurmë se në çfarë mënyre është paguar, pasi nuk ka një transaksion bankar.
Hetimi i SPAK ka provuar se Tare nuk e ka paguar vetë shifrën 70 mijë euro, por ka autorizuar me prokurë vëllain e tij, Agron Tare, që të kryente transaksionin 70 mijë euro në bankë.
SPAK, pretendon se Tare nuk ka qënë asnjëherë dhe ska jetuar në vilën luksoze në Gjilekë. Dhe këtë fakt grupi i hetimit e mbështet në deklarimet e punonjësve të kompleksit, mirëmbajtësit e vilës, që tregojnë se në atë pasuri nuk e kanë parë kurrë, Igli Taren.
Sipas punonjëse në këtë pasuri vinte Belinda Balluku dhe ata e kanë krijuar bindjen se vila i përkiste pikërisht kësaj zyrtare.
Gjithashtu, Igli Tare, nuk është marë fare as me mobilimin dhe arredimin e kësaj Vile luksoze, pasi me një gjë të tillë është marrë vetë, Belinda Balluku dhe familjarët e saj.
Një fakt i tillë sipas dosjes së SPAK, është provuar nga gjetja e komunikimeve me shkrim, mesazheve zanore dhe fotografive në telefonat e personave në hetim, ku faktohet qartazi që mobilimin e ka ndjekur Balluku dhe rrethi i saj miqësor.
Meanwhile, when 3 years and 5 months had passed since the signing of the contract of purchase with Carapuli and when Igli Tare had never gone to see the luxury villa he had purchased, surprisingly he signed a contract in person, not in front of a notary, where he agreed to rent the property, villa F-6, to citizen Joana Bushi.
Joana Bushi was Belinda Balluku's subordinate after serving as cabinet director at "Albcontrol". It is learned that SPAK has not found any payment mandates or bank transactions carried out by Joana Bushi towards the bank accounts of former footballer, Igli Tare. It is alleged that the payments were made informally.
But despite the fact that legally, the property is in the name of Igli Tara and the latter has never left, but has rented it to Joana Bush, the luxurious villa is enjoyed by Belinda Balluku and her family.
Therefore, SPAK prosecutors, Dritan Prençi and Dorina Bejko, on June 3, 2026, decided to seize this villa, as proven to belong to Belinda Balluku.
They simultaneously placed Belinda Balluku under investigation, on charges of "Laundering the proceeds of crime", "Passive corruption of senior public officials" and "Concealing and undeclaring assets".
While former famous footballer Igli Tare and Joana Bushi were placed under investigation for "Laundering the proceeds of a criminal offense". While businessman Pandeli Carapuli has been placed under investigation for the charges of "Active corruption against a high-ranking public official" and "Laundering the proceeds of a criminal offense".
Evis Berberi and 3 other officials of the procurement unit at "Albcontrol" have been charged with "Violation of equality in public tenders and auctions". The investigations into file No. 136 continue and it is expected that the special prosecution will soon identify other hidden properties of Belinda Balluku.
On the other hand, SPAK has now entered a new phase with this issue, giving rise to the legal right to once again address the Albanian Parliament with a second request.
Trying to obtain authorization to allow the arrest of Belinda Balluku, since in the third file against her the charges are more serious than in the first two files, that of the construction of the Llogara tunnel and the construction of the Great Ring Road in Tirana./Syri.net
