Territorial Reform, Braçe calls out Rama's government's bluff: It has not been discussed with MPs
Socialist Party MP, Erion Braçe, stated that a full discussion on the Territorial Reform has not yet taken place with MPs.
"The Territorial Reform may have been discussed in those meetings that the Prime Minister has held with the political leaders of the regions and of course then also in these meetings that have been held with certain quorums in the territory. Not with the MPs. I have heard about the division of borders from the media, but a full discussion on the reform has not yet been held. And of course this is vital to share with us. Well, it is not only those who were in that commission or only those who gather as political leaders of the regions who think and know in this majority body. Others may know as well, they may also have professional experience, but they may also have experience that they have gained from the territory in this case. That is why I am saying that the debate has been imposed incorrectly. The debate should go to competencies, not simply and only access to European Union funds, but also access to national funds in the first place ," said Braçe in the "ÇdoKënd" studio with Merita Haklajn, on A2CNN.
According to him, "the new territorial map has been imposed entirely incorrectly."
"Because everything has been imposed, 'this will be merged, that will be merged'. The essence of this whole reform is competences. I am not going into that argument that says we should go back to the division that was before the '90s, because that is the most studied or best division. But, if we go into that argument, I want the same competences that the executive committees had before the '90s. Why should the central government keep these competences? Why should the central government keep education as a function? Yes, the central government can definitely keep educational policies, it can keep the curriculum and of course it can also keep control over the quality of this education. The central government must massively release power to local government. Local government should not concentrate power in the head of that institution that is the municipality tomorrow, even larger. But, it should delegate it to the administrative units and up to the mayor, which is another power down there ," emphasized Braçe.
