Two emails sent by businessman Alban Eftimi to the address of former Deputy Prime Minister Belinda Balluku have become part of the SPAK file, as part of the investigations into the luxury villa in Palasa, which the prosecution suspects was obtained as a bribe in exchange for public tenders.

According to SPAK, the first e-mail shows Eftim's direct communication with Balluk about details of the villa's design and furnishings, at a time when the building was still under construction.

In an email dated September 14, 2020, Eftimi sends Balluk a series of details about the works on the villa, also describing specific elements of the project, from the swimming pool and hot tubs, to the materials used and the way the spaces are organized.

"A good part of the areas around the pool are covered in 'teak' for a slightly warmer, yacht-like 'feeling'," Eftimi writes in an email.

In the same communication, he also mentions the possibility of renting out the villa in the future, discussing how the premises should create the feeling of a luxury hotel.
"The stairs between the 2 buildings have creeping greenery on both side walls," the businessman writes, while continuing with details about the "infinity" pool, the dining table at water level and the spaces provided for placing glasses and plates.

Eftimi also describes two hot tubs located on the side wings of the villas, as well as the use of "teak" materials to create a warm, yacht-like atmosphere.

"I'm sending you a review. We have the idea that even if you decide to rent it out one day, users can feel pampered just like in a hotel. The stairs between the 2 buildings have creeping greenery on both side walls. On one side of the pool, there is a staircase and a dining table at the same level with the water to enjoy the "infinity pool" to the fullest. The pool at the edge facing the sea also has a plan to place glasses and some plates.

On the 2 side wings of the houses at the entrance level and the suites, 2 hydromassage bathtubs have been made (see Roccabella hotel in Santorini). We will still work on the suites with variants. The kitchen-living room and wardrobe partitions in the "master bedroom" are accordion. A good part of the spaces around the pool are covered with "teak" for a slightly warmer, slightly yacht-like "feeling". See it as an alternative when we finish the renderings and if it doesn't work out, we'll go back to blue marble," the email states.

Four days later, on September 18, 2020, Eftimi again sends Balluk a document titled “Pala Twin Villas.” The document consists of 11 pages and contains floor plans and projects of the surfaces of the two villas.

According to SPAK's investigations, villa number 188/1 in Palasa was built up to the carbine stage with the investment of former footballer Igli Tare. Subsequently, the rest of the works on the building were allegedly taken over and financed by businessman Arbër Abazi, owner of the company "Alko Impex General Construction".

This company, together with other economic operators, has won the tender for the construction of lot 7 of the Tirana Grand Ring Road.

SPAK also considers the family connection between Abazi and Balluk to be important. According to data made public by the investigation, Abazi lives with a relative of the former deputy prime minister.

As part of the investigation, SPAK has ordered the seizure of the villa in Palasa, while Belinda Balluku's name has been registered as a person under investigation for the criminal offenses of corruption, money laundering and concealment of assets.

Balluku is also a defendant in another criminal case related to public tenders, specifically for the procedures for the construction of the Llogara tunnel and the lots of the Tirana Outer Ring Road.

The investigation into the villa in Palasa and the discovered communications are now part of another SPAK track, deepening the investigations and aggravating the accusations against the former number two in the Rama government.
