Llogara Tunnel Affair/ Rrok Gjoka spends three hours in SPAK, does not give any statement after leaving

Businessman Rrok Gjoka appeared this Wednesday at the premises of the Special Prosecution Office (SPAK), where he stayed for about three hours.
After leaving the SPAK building, Gjoka did not give any statement to the media and until now there is no official information on the reason for his summons.
Rrok Gjoka's name is linked to one of the most debated public procurement procedures in Albania, that of the construction of the Llogara tunnel, for which Belinda Balluku was named as the defendant.
His company Gjoka shpk was initially declared the winner of the tender, but the procedure was canceled. In the revealed conversations between Belinda Balluku and the former head of ARRSH, Ervis Berberi, she tells the latter that she had a bad feeling about the tender in question.
The contract was then awarded to a Turkish consortium with a bid around 50 million euros higher than that submitted by the Albanian company. However, despite losing the contract, the field work was largely carried out by the Gjoka company as a subcontractor.
The Llogara tunnel tender has become the subject of an investigation by SPAK, while accusations have been raised in the prosecution's file that the procurement procedure was manipulated to create advantages for the winning Turkish consortium.
It still remains unclear whether Rrok Gjoka's appearance at SPAK is related to this investigation or to another matter, as the Special Prosecution Office has not yet made any official reaction.
