Anatomy of an Economic-Urban Masquerade: Durrës Marina and Alabbar like Ali Babba!

There is a moment, in every story of great deception, when the protagonist himself forgets the role he is supposed to play and begins to tell the truth with a smile that is both cynical and revolting.
This is what happened to Mohamed Alabbar, when he admitted with exemplary audacity in a business podcast, without any hesitation or guilt in his voice, that his investment in Albania was a “mistake”…because, as he put it, his company built too quickly. He said it the same way someone would talk about a car bought in a hurry, not about an entire port that had been gifted to him for decades.
In addition to Albania, he also mentioned his mistakes in Serbia and Montenegro, as if they were simply three countries on a list of failed experiments.
But to clarify the fog that Berisha has cast, who should actually be opposing the truth, not deception:
Did Alabbar withdraw from the project after this public confession?
No.
His company continues to own the main part of "Durrës Marina" Sh.A., construction continues, and pre-sales have not stopped for a day.
What makes Al Abbar's statement so disturbing is not just the word "mistake", but also the timing of when it was made.
He said this shortly after the National Inspectorate for Territorial Protection officially confirmed something that until then sounded like an alarmist scenario: Two buildings in the project had already sunk to the ground, one 9-story by 28 centimeters and another 11-story by 18 centimeters.
When the investor laughs at his "mistake" while the foundations of the buildings are already sinking, the speech is no longer sincere self-criticism, but Al Abbar is blackmailing Albanian institutions, a way of saying: "let me do whatever I want, that's why Edi Rama brought me to Albania - business without rules."
The country's largest commercial port, destroyed without competition and without asking anyone, is taking the form of a masquerade!
What makes this story truly unforgivable is not just the building on unstable ground. It's the way this land was given to him.
The Port of Durres, Albania's largest commercial port, the one that has historically handled the vast majority of the country's maritime trade flow, was not awarded through an open competition, as standard public procurement practices in the European Union would require.
It was awarded through direct intergovernmental negotiation, away from the eyes of any other competitor who might have offered more, or at least as much as it was actually worth.
This is not simply a bureaucratic procedure that Rama went through for the sake of development, but rather a fundamental violation of the free market development system itself. The standard that Edi Rama uses whenever he has to give away valuable land, at his own will, to his clients.
And the favoritism didn't end at the land.

Në praktikë, shteti shqiptar ka krijuar një zonë të jashtëligjshme brenda ligjeve të veta, një ishull ku rregullat e zakonshme të konkurrencës, taksave dhe barazisë para ligjit thjesht nuk vlejnë, për sa kohë emri mbi kontratë është i duhuri… AlAbbar ose Ali Babba i Edi Ramës.
Ndërkohë, vetë modeli i financimit tregon se sa pak rrezikon investitori “i madh”. Dhe ja disa nga anomalitë e kontratës në krahasim me standardet ndërkombëtare:
1. Forma e marrëveshjes kuadër të miratuar me ligj të veçantë përmban përjashtime që bien ndesh me praktikat e zakonshme të BE-së dhe rajonit:
2. Falja e Taksave Kryesore:
Projektit i është falur taksa e ndikimit në infrastrukturë (4%) dhe detyrimi 3% për strehimin social.
3. Modeli "Self-Financed":
Kapitali i vetë investitorit mbulon vetëm rreth 6-8% të projektit total, ndërsa pjesa tjetër mblidhet nga parashitjet e blerësve vendas e të huaj.
4. Garancia 99-vjeçare:
Klauzola e "ngrirjes" ligjore u garanton zhvilluesve se kushtet tatimore, nuk ndryshojnë për pothuajse një shekull:
5. Për pjesën e Marinës së Jahteve (që është pjesa funksionale e portit), shteti shqiptar do të marrë vetëm 2% të xhiros vjetore, një shifër shumë e ulët në krahasim me të ardhurat që do të gjenerojë menaxhimi i mjeteve detare luksoze.
Dhe teksa qytetarët paguajnë për t’u bërë banorë të një kulle që mund të ulet edhe më shumë, kompania shpenzon miliona euro në reklama: 2,4 milionë euro në 2023, 1,8 milionë të tjera në 2024 për të mbajtur gjallë iluzionin e një “Dubai-i shqiptar” që në themel po ndërtohet mbi baltë.
Trualli mbi të cilin ngrihet “Durrës Marina”, nuk është një truall si të tjerët. Është ish-truall porti, afër ish-kënetës së Durrësit, me një shtresë sipërfaqësore prej 15 deri në 25 metra aluvion e argjilë të ngopur me ujë, si llucë.
Studimet paraprake nga dy kompani Italiane dhe Gjermane kishin sinjalizuar rrezikun e uljes vertikale deri në rreth 74 centimetra, nëse nuk aplikohen ankorime të thella. Konsulentët gjermanë, (Inros Lackner), si dhe studio italiane kanë theksuar se për të parandaluar dëmtimet nga pesha e kullave, çdo godinë kërkon ngulitjen e pilotave deri në 40-60 metra thellësi, duke rritur kostot e nëntokës me 30-40%. Kjo po ndodh tani… ndaj Alabbari kërkon indirekt tja mbulojë Rama këtë kosto shtesë.

Meanwhile, the Government is building, with taxpayers' money, the port that should replace the one that is being destroyed.
Porto Romano is the mirror story of "Durres Marina": Where Alabbar was forgiven everything, the state has to pay for everything.
The closure of the commercial function in Durrës created a logistical and financial hole in public finances:
After the loss of traffic at the Port of Durres, which handled 90% of the country's maritime trade (4.5 - 5.5 million tons of goods and up to 180,000 containers per year), part of this traffic has been diverted to Thessaloniki and the loss is staggering.
The construction of the replacement port in Porto Romano is being financed with loans and the state budget. The value of Phase 1 is estimated at 420 - 430 million euros, with expropriations of over 8 million euros. The complete complex is expected to exceed 1 billion euros.
What an Economic Paradox… The government is destroying a centuries-old functional commercial port by giving the land to private developers without taxes, without competition, while burdening the Albanian citizens with the bill for the new replacement port.
Rama has certainly defended all this architecture with demagogy and propaganda, saying that a new, modern port with greater capacity will increase the country's logistical efficiency and make a measurable contribution to economic growth — a promise that may even be true, on paper.
But the promise does not erase the fundamental fact, that the decision to destroy a centuries-old functional port was made without competition, without transparency, and without asking those who will ultimately pay the bill: the citizens!
Meanwhile, AlAbbar is a modern AliBabba that while investing only 6-8% of the investment amount, is earning millions while causing billions of lek in losses to the country. Another robbery that Rilindja is committing on Albania, worth billions of euros!
