
EMRI/GJKKO releases the only person arrested for the Dobraç massacre from prison


The Special Court has released from prison the only person arrested for the Dobraç massacre, recorded on October 30 of last year in Shkodra, where Hamza Lici, Arlind Bushati and the married couple, Bashkim and Flutura Basha, were killed.
This concerns citizen Gjuljo Vuksani, whose security measure has been changed from "prison arrest" to "house arrest". The decision was given by judge Erjon Çela.
Gjuljo Vuksani was arrested in November last year by order of prosecutor Elida Kaçkini. He is suspected of having provided the perpetrators with the “Range Rover” vehicle, used in the assassination attempt and which was later found burned in the area of the former military unit in the village of Golem, Rrethina unit. The vehicle was stolen in the city of Durrës on April 17 last year.
From the security camera footage, on the day of the assassination, the "Range-Rover" car left the alley where Astmer Bilali's house (one of the main enemies of the Lici family in Shkodër) is located, rear-ending the Benz, which was driven by Hamza Lici and had Arlind Bushati as a passenger.
It is suspected that the targets of that mafia assassination were 23-year-old Hamza Lici and 32-year-old Arlind Bushati, who fell prey to the Kalashnikov barrage while they were traveling in a “Benz” type vehicle with Croatian license plates. Lici died at the scene, while Bushati died a few hours later in the hospital.
Meanwhile, there were two accidental victims, the couple Bashkim and Flutura Basha, who were traveling by motorbike when they were hit by the vehicle in which the other two victims were traveling. Flutura Basha died at the scene, while her husband Bashkim Basha was seriously injured, but he also could not survive the injuries he received, dying after 4 days in hospital. The couple Bashkim and Flutura Basha left behind three children, as at the time of the assassination they were returning to their apartment after work.
Victim Hamza Lici is the brother of Ibrahim Lici, wanted by Albanian justice for the criminal offense of "Premeditated Murder" committed in collaboration, as he is suspected of being the author of the murder of Endri Mustafa in Shkodër on May 15, 2021.
The Lici have a fierce clash with the Bajri in Shkodra, a clash that has resulted in dozens of victims in recent years. From conversations on the encrypted application "Sky Ecc" it turned out that Behar Bajri wanted to kill Ibrahim Lici, known by the nickname "Fantazma", at all costs, but he was unable to do so.
Meanwhile, the other victim, Arlind Bushati, is the son of Xhaml Bushati, former chairman of the Shkodra Municipal Council and candidate for mayor and deputy. He had escaped an assassination attempt about 3 weeks ago in the Shkodra pedestrian zone, but the perpetrators, who were traveling on a motorcycle, had their pistols blocked.
Regarding the assassination, the investigation team suspects that the perpetrators are young hired killers who came from Montenegro. Investigators have seized more than 35 shell casings at the scene.
It is suspected that 4 people participated in the assassination. More specifically, in the “Range Rover” vehicle, there were two people in the role of the killers and another in the role of the driver. It is then suspected that there was a fourth person, who drove them away from the scene, after they burned the car in the area of the former military unit in the village of Golem, Rrethina unit. From the chassis number, it resulted that the perpetrators’ “Range Rover” vehicle was stolen a short time ago in the city of Durrës.
Investigations suspect that there were three people in the victims' vehicle with Croatian license plates. This is based on the fact that three pistols were found in the vehicle, as well as traces of blood in the back seat, and the bodies of the victims were removed from the car.
The third person is suspected to have been Ibrahim Lici, but this remains officially unconfirmed and he is still wanted.
