OLAF will continue investigations into funds from IPARD II; No disbursements from the program are scheduled until 2025

OLAF, the European anti-fraud office, is expected to continue investigations into corruption in the distribution of funds to aid agriculture through the IPARD II programme.
The OLAF office told Monitor that since August 2023 it has submitted the final report on the IPARD II funds to the Albanian authorities and is awaiting a response from the competent authority.
OLAF has refused to provide details of the conclusions of the final report, while the follow-up is ongoing, as their public disclosure, even in part, may jeopardize subsequent proceedings.
"The General Court has recognized the existence of a general presumption of inaccessibility according to which disclosure to the public under Regulation 1049/2001 of documents related to OLAF could fundamentally undermine the objectives of investigative activities both now and in the future. This is because persons suspected of irregularities may act in such a way as to prevent the proper development of subsequent activities. Therefore, the general presumption also applies to a procedure that has been closed. Investigations are ongoing for this case. OLAF closed the investigation in August 2023 and communicated its conclusions to the competent authority with recommendations for the initiation of appropriate procedures. Pas lajmeve në muajin korrik se Komisioni Europian ka pezulluar fondet e IPARD, të dedikuara për bujqësinë, Ministria e Bujqësisë reagoi duke shpjeguar se autoritetet shqiptare janë vënë në dijeni të një pezullimi të faturës aktuale të rimbursimit nga DG AGRI për një pjesë të shpenzimeve te radhës. Por Ministria e Financave nuk programon fonde nga programi IPARD të paktën deri në vitin 2025. Të dhënat tregojnë se në vitin 2023 kishte 260 përfitues nga programet IPARD II, por për vitin 2024 dhe 2025 nuk priten disbursime.
Programi IPARD II i cili u përfshi në një proces hetimi nga OLAF ishte gjithsej 94,6 milionë euro në total, nga të cilat 71 milionë euro ishin financime të BE. Gjatë zbatimit të tij nga viti 2018 deri më 2022, sipas të dhënave të Ministrisë së Bujqësisë në vitin 2018 u disbursuan 20,6 milionë euro, në 2019 u dhanë 15,6 milionë euro, 26,8 milionë euro u shpërndanë në 2020 dhe për vitet 2021-2022 janë dhënë 31,6 mln euro. Në vitin e parë me grantet e programit IPARD II u mbështetën investimet në ferma, në sektorin e përpunimit të qumështit, mishit dhe fruta-perimeve. Buxheti i përgjithshëm në dispozicion të thirrjes të parë dhe të dytë ishte 57,6 milionë euro. Në thirrjen e tretë IPARD II financoi 29,1 milionë euro në dy masa mbështetëse për investime në ferma dhe përpunim.
