The turnover tax is abolished, the burden shifts to drivers and electric cars! Changes in the fiscal package

Reducing VAT on basic food products, changes in income tax, increasing taxation for some categories and reviewing the vehicle circulation tax are among the main measures presented by Prime Minister Edi Rama as part of the proposed changes to the fiscal package for 2027.
Rama has introduced a series of changes to fiscal policies. The package includes measures that directly affect families' food baskets, small businesses, high wages, the tourism sector, and high-value properties.
One of the main interventions is related to the reduction of VAT on 54 basic food products and basic baby foods, while in parallel, changes are foreseen in the standard VAT rate and in several other taxes.
Lower VAT on basic foods
One of the most important measures announced is the reduction of VAT on basic food products from 20% to 6%. According to the proposal, this intervention aims to ease household expenses on essential daily consumption products.
At the same time, it is proposed to increase the standard VAT rate from 20% to 21% for goods and services not included in the reduced categories.
Changes in income and business tax
Fiscal interventions also include profit and dividend taxes. According to the reported fiscal draft package, the corporate profit tax is proposed to remain at 15%, while the dividend tax is proposed to increase from 8% to 15%.
Another important measure is the imposition of a 30% tax rate on the portion of the salary that exceeds 700 thousand new lekë, according to the declarations submitted for the proposed changes.
For small businesses, the government plans to maintain zero profit tax until 2029, with the aim of supporting economic activity and facilitating small-scale enterprises.
Meanwhile, it is proposed to lower the threshold for mandatory registration in the VAT scheme from over 10 million lek to 5 million lek annual turnover. This measure aims to increase formalization and limit the use of invoicing to avoid tax obligations.
VAT increase in hotels and taxation of the digital economy
The tourism sector is also part of the proposed changes. The VAT for hotels is expected to increase from 6% to 10%, including agritourism activities under the new scheme.
In parallel, measures are being prepared for the taxation of the digital economy, where special attention will be paid to income generated by influencers and online commerce activities.
The aim is for economic activities developed through digital platforms to be included in a clearer fiscal framework, increasing transparency and compliance with tax obligations.
Higher taxes on luxury properties and vehicles
The changes also target high-net-worth individuals. Under the announced measures, a special tax is being considered for high-value properties, including villas in coastal areas and properties that are kept empty.
Also, higher fees are foreseen for water consumption in private swimming pools and a special tax for luxury vehicles.
In the context of strengthening fiscal transparency, individuals with relatively high incomes are expected to have more extensive obligations for declaring assets, according to the framework to be determined.
Vehicle circulation tax changes
Another announced intervention relates to the sales tax, which is currently included in the price of oil.
According to the Prime Minister's statement, the aim is to remove it from the price at the pump, with an anticipated reduction of around 32 lek per liter.
Instead of this scheme, the tax will be linked directly to the vehicle and collected through the General Directorate of Road Transport Services.
It is also envisaged to impose a traffic tax on vehicles with foreign license plates entering Albanian territory./ekofin.al
