The General Prosecutor's Office has reacted to the impasse created with magistrates' salaries and has today forwarded to the Albanian Parliament its official position regarding the draft law on magistrates' salaries.

Through a letter addressed to the institution, the Prosecution Office states that the draft law "On some additions and amendments to law no. 96/2016" and "On the status of judges and prosecutors in the Republic of Albania", in principle does not guarantee the full and effective implementation of the Constitutional Court.

This, adding that it does not even guarantee the constitutional standards set forth therein. Further, the Prosecution emphasizes that this draft law creates unjustified and inharmonious differences between different levels of courts and prosecutors.

REACTION

In the absence of a formal draft officially forwarded for consultation, based on the content of the draft law published in July 2026 on the official website of the Parliament, as well as on the public discussions held, we assess that the draft law 'On some additions and amendments to law no. 96/2016'

On the status of judges and prosecutors in the Republic of Albania'', in principle does not guarantee the full and effective implementation of Decision No. 15, dated 17/02/2026 of the Constitutional Court and the constitutional standards set forth therein. This draft law creates unjustified and inharmonious differences between different levels of courts and prosecutors' offices.
