DP takes 'anti-violence package' of protests to Constitutional Court, summons Skënder Hita to committee

The Democratic Party has filed a request with the Constitutional Court to repeal the normative acts and government decisions related to the rules and measures for protests.
The news was announced by the head of the DP Parliamentary Group, Gazment Bardhi, who stated that the request aims to repeal the act on the restriction of protests, compensate for damages caused during rallies, and create a police registry for persons involved in acts of violence.
Democrats have also requested the suspension of the implementation of these acts until the final review of the case by the Constitutional Court.
“We have filed a request with the Constitutional Court for the repeal of Normative Act No. 5/2026, Normative Act No. 6/2026 and Decision of the Council of Ministers No. 815/2026, dated October 28, 2026, as well as for the suspension of their implementation until the final review of the case.
This is not an attempt to grant immunity to anyone who breaks the law. And it is not an opposition to the state's obligation to guarantee public order and safety.
It is a battle to protect the Constitution from a government that, falsely, supposedly in the name of public order, seeks to expand its powers beyond constitutional limits, with the aim of violently suppressing the voice of citizens, of practically annihilating a constitutional right, the right to protest.
"Because in a democratic state, public order cannot be set against fundamental freedoms. Security cannot be used as a justification for arbitrariness. And the government cannot decide for itself which rights citizens can exercise and which should be taken away ," Bardhi said, among other things.
