The Speaker of the Parliament, Elisa Spiropali, participated and greeted today at the ceremony of awarding the title Honoris Causa to former President Alfred Moisiu from the European University of Tirana.

In her speech, Speaker Spiropali expressed her appreciation for Moisiu, emphasizing that the former President is among the rare and we are fortunate that he is among us from the generation of anti-fascists and partisans of the National Liberation War, in which he participated at a very young age.

May 9 is Europe Day, which this year marks its 75th anniversary. This day is inspiring every year, but it is even more so today, when Albania is on the threshold of the European Union, with the national strategic objective of joining within this decade.

Europe Day is very close to May 8, Victory Day over Fascism, which this year marks its 80th anniversary.

These symbolic dates are not only linked by the calendar, but by the fact that one presupposes the other. Because the values ​​of freedom and anti-fascism lie at the foundations of the European Union.

The European University of Tirana, during its nearly twenty-year history, has honored many well-known personalities, both domestic and foreign, with this title.

But in no case has this title had the meaning that this one has today. Because none of the cases of personalities honored by your University contain the long history that Alfred Moisiu radiates.

Whose figure and personality I would portray as a thread that runs through three eras.

On all three occasions, he has retired and been called back into public life to serve, due to his outstanding qualities.

Alfred Moisiu belongs to the rare few we are fortunate to have among us from the generation of anti-fascists and partisans of the National Liberation War, in which he participated at a very young age.

But the first time, that of the War, Alfred Moisiu shared with his father, Spiro Moisiu.

It is one of the typical cases when two generations, father and son, from one family joined the ranks of the partisan brigades, as uniformed fighters.

The father to serve as Commander of the Partisan Army, while the son as a simple soldier, even a young one, who grew up and became a man in the war.

I am not writing a biography, but I cannot help but say a few words about Spiro Moisiu, who, before becoming Commander of the Partisan Army, demonstrated a high patriotic gesture when he turned back the battalion he led, mobilized by fascist Italy to attack Greece through the Albanian border.

Spiro Moisiu knew that the laws of war were cruel, but he did not ask about their consequences, because he was convinced that Albanians could not fight against the neighboring Greek people.

This national, neighborly, and peaceful awareness would also develop in the personality of Alfred Moisiu, not only during his partisan experience, but throughout his entire life.

The second time was, for Moses, just as difficult, and in some cases even more dangerous, than the war against the invader.

With his father ostracized by his fellow communist leaders, whom he had led in the Partisan War, political survival and career would not be easy for the military engineer who graduated with a Gold Medal.

Only his rare qualities could serve, and did serve as his shield, in the delicate tasks in which he served and where only one step separated success from collapse.

Part of the fate and circumstance of this rescue was also retirement at the age of 56.

The third period is the most important in Alfred Moisiu's life, which we hope will last even longer.

The rapid democratic changes in Albania brought him back to the scene, to serve during the years 1991-1992 as Minister of Defense of the Technical Government, and in 1997, after several years of service in institutions, he retired.

On June 24, 2002, he returned to public life and was elected President of the Republic of Albania. To be the first and last consensual President of the Republic, a position in which he served with his well-known dedication, as a soldier, politician, patriot and distinguished statesman.

Known and appreciated for his natural leadership, principledness, high virtues and stance on parties, which he did not hesitate to put in line when needed for the future and benefit of Albania.

We are proud to have had and still have Alfred Moisiu, the anti-fascist, partisan, engineer, public official with rare qualities, President, excellent parent, and man greatly admired by all.

I still have the memories of a warm and friendly meeting with President Moisiu, by the sea, in his beloved hometown of Kavaja, a few weeks ago.

Congratulations and long life, Mr. President.
