Deputy Prime Minister, Minister of Infrastructure and Energy, Belinda Balluku, SPAK's defendant in the multi-million euro tender scandal, appeared in a video about a year and a half ago warning and threatening Vlora Waterworks employees that anyone who stole would face SPAK and justice.
At that time, Balluku said that she had discovered a corruption scheme at UKV, and asked the employees to get ready to face justice, as according to her, millions of lek had disappeared from the Waterworks budget due to the illegal scheme.
Balluku is heard saying that she will send the file to SPAK herself, while emphasizing that justice is independent and that the Socialist Party has made a decision not to intervene. She even quotes Prime Minister Edi Rama on the same issue, the Socialists' promise that they do not comment on the work of investigative bodies, even when their subjects are senior Socialist officials.
But today, the same official is herself under investigation and accused of corruption, but has avoided confrontation with SPAK by refusing to resign from government functions. This is despite the fact that the Special Prosecution Office has officially taken her into custody and a few days ago requested authorization from the Parliament to arrest her, after her parliamentary immunity is lifted.
The contrast between the Socialists' public statements and their legal situation raises questions about the standards of respect for justice when it comes to "hits" at high levels, as in this case. And even more so when the majority itself did not make a decision on SPAK's request to the Mandates Council on Friday, postponing the meeting without setting a new date.

This is my personal duty and that of the Ministry staff and it will be followed to the end. I will take the file to SPAK. We have been going to the very roots for two months, to where this scheme was conceived. The files are ready", said Balluku.
"They wanted to make some money and thought they discovered the scheme of the century. You heard the prime minister, justice in Albania is independent. We never interfere in the affairs of justice, but we also do not leave anything unreported. Let's be clear and let no one imply that my coming here is simply to attract attention. I start and finish things, I am not one of those who come, speak, leave and forget. The day I come to speak, it means that I have done the preliminary work and it is simply to be formalized," she added.
She had a message for the employees, whom she also called a structured criminal group.
"You have entered the sea with your feet. It has fallen on the shoulders of the people of Vlora, businesses, pensioners of Vlora and all of Albania and you will all answer for this. This is a structured group, which has acted in full coordination at the expense of Albania and at the expense of the people of Vlora. Today, UKV is at risk of not being able to provide services at the peak of the season ," she said.
