SPAK FILE/ How the Veliaj - Xoxa couple used EU funds to camouflage money

The scandal surrounding the scheme of using and benefiting from millions of euros in funds by the Veliaj-Xoxa couple has not stopped.

After the publication of the scandal regarding the benefit of US funds, where the Veliaj-Xoxa couple turns out to have used the American Embassy in Tirana in the money laundering and wealth hiding scheme.

SPAK's investigative file on Ajola Xoxa, the wife of the arrested mayor of Tirana, Erion Veliaj, shows how tens of thousands of euros were also benefited from European Union funds with Harabel and the mayor couple's companies.

On page 59 of the SPAK file for the Veliaj-Xoxa couple, it is noted that Ajola Xoxa has declared various incomes from professional engagements and other activities: 10,421 euros as coordinator for the SPA:RE project, funded by Creative Europe (EU funds); iii) 5,100 euros as artistic director and for film production, funded by the MERC Foundation (Italy); iv) 1,960 euros as reimbursement for a card payment made to staff.

Other sources for creating liquidity and building the bank balance of citizen Ajola Xoxa are also the benefits from various projects (projects of the NGO BYL-A) and from the rents declared for the NGO Qendra “Harabel”, which exercise their activity on assets owned by her. Specifically, in the Declaration of Private Interests of the Person related to the year 2023, Ajola Xoxa has declared various incomes from professional engagements and other activities:

                1. Harabel Center:

i) Has benefited from 22,481 euros from various projects;

ii) 10,421 euros as coordinator for the SPA:RE project, funded by Creative Europe (EU funds);

iii) 5,100 euros as artistic director and for film production, funded by the MERC Foundation (Italy);

iv) 1,960 euros as a reimbursement for a card payment made to staff.

                2. Income from Balkan Youth Ling Albania (Byl-A): 22,000 euros net income from various projects.

                3. Salary from Partners Law LLC: 5,754.65 euros as administrator, including back payments from 2018 to 2022.

                4. Rent with the Harabel Center: Benefited 12,000 euros.

                5. Salary from Encyclopedic Publications SHA: 12,000 euros.

                6. Salary from Partners Law LLC (other source): 13,200 euros.

53. “Partners Law” shpk, with NIPT L818290130, is a limited liability company (LLC) established on June 27, 2018. Its headquarters are located in Tirana, at the address Rruga Ibrahim Rugova, Sky Tower, Floor 10/4. With a capital of 100,000 Lekë, the company is 100% owned by citizen Ajola Xoxa.
