Over the past decade, Albanian politics has been using lobbying to lobby US presidential administrations through large contracts with overseas companies. Often, this funding has come from dubious sources.
In an effort to regain international legitimacy, the Democratic Party has signed a lobbying contract with the US-based Continental Strategy company. Sali Berisha, the opposition leader, is lobbying in the corridors of Washington to remove the “no women” policy imposed by the Democratic administration.
On April 4, 2025, the secretary of the Democratic Party, Flamur Noka, and former Trump advisor Carlos Trujillo, signed a 24-month contract with Continental Strategy worth 250,000 USD per month, 6 million USD in total. The largest contract ever signed by Albanian parties. The guarantor is the Albanian-American Nuredin Seçi. The latter does not appear to be the owner of any business to justify such a large sum. He is the founder of the non-profit foundation “Make Albania Great Again”, created just a few days before the signing of the contract.
Regarding the financing of the election campaign, it contains every election financial report, and contains all expenses incurred by electoral entities and candidates, because there are two types of reports: from the date of the decree of the election date by the President of the Republic, until the date on which expenses will be incurred within the framework of the election campaign.
The CEC does not yet have any data on the financing in question, which, according to the blue headquarters, comes from donations from Albanians in the US through the foundation founded by Nuredin Seçi. Despite the fact that the contract was signed at the beginning of the campaign, it is a service that extends over time and is not necessarily related to this process. This means that the analysis of this expenditure can only be learned in March 2026, when the party's annual report is submitted. The work changes for the contract of campaign strategist Cris LaCivita, who will have to be transparent a maximum of 60 days after the certification of the election results.
The guarantor of the lucrative lobbying contract, former mountaineer Nuredin Seçi, was honored three years ago with the title "Honor of the Municipality of Tropoja" for his contribution to the development of sports. An appreciation that came to him from a local administration led by socialist Rexh Byberi, also a former official of the Democratic Party.

Kryetar i KRRIK.
Në dokumentet zyrtare të kontratës me “Continental Strategy” parashikohet lobim intensiv, shpërndarje materiali propagandistik dhe kontakte të drejtpërdrejta me vendimmarrësit amerikanë. Ne i jemi drejtuar përmes faqes zyrtare kompanisë në fjalë me disa pyetje që lidhen me financimin e kontratës, burimet e financimit nga klienti dhe filtrat që ka kaluar. Nëse gjatë këtij hulumtimi, hetuesve të SPAK u lind dyshimi i arsyeshëm për mospërputhje apo mungesë dokumentacioni mbi të ardhurat, nuk përjashtohet mundësia që struktura t’i drejtohet me letërporosi SHBA për të kërkuar informacion më të thelluar.
Kjo fazë hetimore, thonë burimet, do ta përcaktojë nëse kemi të bëjmë me një financim korrekt apo me një skemë të sofistikuar për fshehjen e të ardhurave.
“Asnjë çift nuk shkon në gjykatë për t’u bashkuar, gjithë shkojnë për t’u ndarë. Edhe nëse shkojmë tek SPAK, tek drejtësia, gjërat janë thyer. Puna është si t’i rregullojmë më përpara, dhe kjo është përgjegjësia e politikës se si t’i rregullojë këto gjëra shumë përpara se të shkojmë tek ndëshkimi”, u shpreh analisti, Agim Baci.
Por historia nuk fshihet me një kontratë lobimi. Në një vend ku ligji sfidohet nga dora që duhet ta mbrojë, dhe ku vota trajtohet si lojë, pyetja mbetet: Si mund të ketë të ardhme një vend që nuk guxon të përballet me të vërtetën e tij?
