Who are the judges who voted against Rama and Balluk in the Constitutional Court?

The Constitutional Court has rejected Prime Minister Edi Rama's request to lift the suspension of Deputy Prime Minister Belinda Balluku, after a marathon meeting that lasted over 10 hours.

The decision-making process ended with a 4-4 vote, which according to the Constitution means a lack of the necessary majority and consequently an automatic rejection of the Prime Minister's appeal, leaving the measure imposed by the GJKKO in force.

The four Constitutional Court judges who voted against the prime minister's request are:

Ilir Toska

Sander Beci

Asim Vokshi

They voted for Rama.

Fjona Papajorgji (Chairwoman of the Criminal Court).

These judges supported the argument that the measure of suspension of a member of the Council of Ministers requires prior authorization from the Assembly, as it directly affects the functioning of the executive branch and the balance of powers.

Belinda Balluku was suspended from duty on November 20, 2025 at the request of SPAK, on ​​charges of violating equality in tenders worth over 200 million euros, including the Llogara Tunnel tender and other procedures related to the Grand Ring Road.

Following this decision, Prime Minister Rama took the matter to the Constitutional Court, claiming that the GJKKO had violated his powers as Prime Minister. This claim did not receive the necessary support in the Constitutional Court.

Now, following this decision, further procedures are expected to be developed in the Assembly, regarding SPAK's request for the arrest of Balluku.
