Bullying and publishing of AI content banned, parties sign Code of Ethics in

Representatives of political parties competing in the May 11 parliamentary elections signed the Code of Ethics today at the CEC premises, as the campaign has been underway for several weeks, although unofficially.

Through this Code of Ethics, political parties commit to maintaining the integrity of elections during the electoral campaign and supporting the fundamental principles of democratic elections, such as integrity, transparency, privacy, security, fairness and a level playing field.

Subjects are prohibited from manipulating voter opinions through fake accounts or automated bots, as well as trolling, unfounded accusations, or cyberbullying.

Also prohibited are manipulative content, including audio, images or videos generated with or without the use of artificial intelligence, with the purpose of falsely or manipulatively distorting or falsifying the representation of candidates, officials or any other party involved in the election.

Signatories to this code are required to promptly remove any content published on behalf of a party if that content violates the commitments of this Code of Ethics.

This Code of Ethics is signed on a voluntary basis and is not intended to replace existing laws or laws that may be adopted in the future, nor to interfere with the compliance of these laws by the signatories or other stakeholders.

However, it is part of a broader policy framework at different levels of government and is intended to be complementary to them. This Code should be read in accordance with the relevant domestic legal and sub-legal acts, as well as with the international norms, conventions and laws to which Albania is a party, in particular with the legislation emanating from the European Union, with which Albania must approximate.

The Central Election Commission, tasked with overseeing elections, has a crucial role in monitoring political advertising, including online advertising, in the context of guaranteeing the integrity of elections.

The signatories of this Code of Ethics representing electoral entities planning to register in the 2025 parliamentary elections jointly undertake the following:

iii. advertising targeting and the use of any artificial intelligence system in the distribution of advertising.
