'The noose is tightening around 'Ndrangheta's Niko and Veliaj / The oxygen case is nearing its end, two defendants face justice
The Special Prosecution Office has intensified investigations regarding criminal proceedings no. 17, which concerns a tender procedure between the Ministry of Health and businessman Besnik Halili, who owns the company "GTS - Gazra Teknike Shqiptare".
The editorial staff of Ora News learns that SPAK has communicated the charges to two people involved in this affair, which is suspected of being corrupt and carried out for profit. The two people brought to justice still remain a secret from SPAK, as investigations are ongoing to fully uncover the scheme used.
It is learned that the two companies founded by businessman Besnik Halili, "GTS - Gazra Teknike Shqiptare" and "Messer Albagaz", have won two tenders through rigging procedures, one worth around 1 billion and 992 million lekë and the other worth around 1 billion and 986 million old lekë.
According to SPAK, the entire procedure was predetermined, as officials from the Ministry of Health and employees of businessman Halili's company are suspected of having collaborated to draft special criteria so that his company would be the winner.
These are two tender procedures opened in 2019 by the Ministry of Health. The first is related to the "Purchase of anesthesia-resuscitation, antineoplastic and immunomodulatory drugs", divided into 33 lots worth approximately 198,628,628 lek excluding VAT.
The second procedure is related to "B6 - Purchase of drugs for anesthesia-resuscitation, sensory organs, psychiatry and the cardiovascular system", divided into 35 lots with a limit fund of approximately 199,297,631 lek excluding VAT.
Both procedures were developed under the framework agreement scheme and had a supply time extension of 12 months.
To deepen the investigations, on May 20, 2024, SPAK and the National Bureau of Investigation conducted a search of the premises of the company "GTS - Gazra Teknike Shqiptare", seizing documents, computers and phones of 12 people, including businessman Besnik Halili, his wife Luneda Sufali, brother Ergys Sufali, as well as other people.
According to open sources, Besnik Halili is suspected of having ties to the "Ndrangheta" criminal group. In some communications, he is mentioned by the nickname "Niku", where it is alleged that he also had ties to structures in the Municipality of Tirana and influenced building permits in exchange for bribes.
The same sources also state that the person known as "Niku" has also been involved in Ministry of Health tenders, mainly in supplying hospitals with oxygen.
