A Russian and a Bulgarian, closely linked to the owner of the American Hospital, Klodian Allajbeu, have received permission from Prime Minister Edi Rama to build a tourist resort in the coastal area of ​​Zvërnec, in Vlora.

On January 28, 2025, the Territorial Regulation Council (KRRT), under the leadership of Rama, approved several decisions, including " Tourist Resort on the Zvërnec Peninsula", Residential Block F1V2, F1V3, F1R6", located in Pishë Poro-Nartë, Vlorë Municipality ".

The construction permit was issued in favor of the company “Zvërneci South Adriatic Development”. The company was established in August 2024 and its purpose seems to have been precisely the tourist project in Zvërneci.

The company "Zvërneci South Adriatic Development" is owned by an off-shore company headquartered in Amsterdam, "Universal Properties Projects BV".

According to data from the Register of Beneficial Owners, the parent company is owned 50 percent each by Nikita Maximovich Vinogradov, a 33-year-old Russian, and 35-year-old Bulgarian, Zoya Georgieva Gyurova.

The connections of these two names with Klodian Allajbeu of the American Hospital are multiple.

In 2022, the company "Media ABC Holding BV", headquartered in Amsterdam and with shareholders Klodian and Iris Allajbeu, as well as AA and IA, officially acquires the shares of "ABC Management", the holding company of "ABC News" television in Tirana.

Some time later, the Dutch company of the Allajbeu family sells the television shares to "ABC Management".

The authorization for this transaction was made by the sole member of the Board of Dutch Trust Management BV, represented by Russian citizen, Nikita Maximovich Vinogradov.

Also, in October 2014, the Dutch company “American Hospital bv” ultimately owned by Nikita Maximovich Vinigradov and Zoya Georgieva Gyurova, purchased the shares of Allajbeu’s “Balkan Alliance Healthcare”. Following this transaction, the Russian entrepreneur and his Bulgarian colleague became shareholders of the American Hospital.

Vinogradov, Gyurova and Allajbeu also turn out to be the ultimate owners of the "Equos Resort", on the outskirts of Tirana.

Bulgarian entrepreneur Zoya Georgieva Gyurova has been a representative of the company "Arimo BV" for years. The company "Arimo" owns the majority of shares in the Hemodialysis concession company, where the main beneficiary of the health service is the American Hospital, owned for years by Klodian Allajbeu.

Gyurova and Vinogradov own the majority of shares in the Albanian company "Cambridge Clinical Laboratories", where a partner is also doctor A. Priftaj, who is also employed at the American Hospital in Tirana.

"Boldnews.al " has previously reported on the connections of businessman Klodian Allajbeu's interests with the Hemodialysis service concession contract.

Last year, the parliamentary opposition requested an Investigative Commission to control concessions in Health.

But, after an " agreement " with the majority, the verification of concession procedures and the implementation of the Hemodialysis contract was excluded from the work of this Commission.

Suspicions were raised about the $80 million concession contract for the Hemodialysis service, initially suggesting that the interests of Allajbeu, who owns the "American Hospital" and the "Hygeia Hospital", were behind it.

The contract was won by a Berat-based anonymous company, “Evita,” behind which were names that had close ties to Klodian Allajbeu. His connections became more apparent when, immediately after winning the contract, “Evita” merged with “Spital Amerikan” to create the company “DiaVita,” which would implement the concession.

Subsequently, the concession company has changed owners from time to time. It is currently owned by a Swedish consortium, "Diaverum International".

Despite the ownership changes, the main beneficiary of State Budget money for Hemodialysis continues to be Allajbeu, with the American Hospital.

The Supreme State Audit Office, in its audit reports on the implementation of the Hemodialysis concession contract, has found serious problems, which are directly related to benefits from the Allajbeu financial group.

In February 2022, " Boldnews.al " reported data on the KLSH report, based on which it was found that the concession company "Diavita", of which Allajbeu was a part, received over 1 million euros in benefits without providing any services.

The Albanian Supreme Audit Office (ALSH) revealed that the concessionaire company "DiaVita" has received payments from the Compulsory Health Insurance Fund (FSKDSH) in the amount of over 115 million new lek for services provided during the period November 2016-April 2017 in the regional hospitals of Elbasan and Korça./Boldnnews
