Prime Minister Edi Rama has presented technical details of the "Mountain Package", an initiative that aims to provide solutions to thousands of Albanian families, mainly in the north of the country, who have been unable to invest in their lands for decades due to the lack of property titles.

During the meeting in Tirana, Rama explained that this package is not for large companies, but for immigrants and residents who want to turn old houses into agrotourism.

According to the Prime Minister, the main problem has been Law 7501, which many residents in mountainous areas have not recognized, leaving them without property titles and consequently without access to loans or building permits.

" The Mountains Package is not a package for large companies, and even less is it a package to give territories, or public lands, for private developments. This is not the purpose and object of the package. The Mountains Package was born from the need to address a very large problem, which has its origins in Law 7501 and the conflict of many families in certain areas of the country, mainly in the north and northeast, who have not recognized 7501 as a valid instrument for their land.

The legacy problem is that these people are unable to access finance and build legally because they do not have a title deed. We made an attempt to address this problem in a new law called 20/20. The law took a long time to formulate and did not give us the effect it should have, because it presumes the written consent of everyone around, and that is why the Mountains Package was born.

What does this mean? This means that many Albanians who are in emigration, or who are in the city, have land or old houses, which they want to develop, but they have no opportunity to develop them, because even if they have the money, they cannot get permission, because they do not have the title of ownership. With the 'Mountain Package' this is made possible by applying directly to the municipality.

The municipality receives this expression of interest, posts it on the list for 45 days, and makes it public for anyone who claims otherwise... The law serves those who are on the lands of the ancestors who do not have conflicts. And there are many of them. In 45 days, a reasoned objection must come. If it does not come, the list goes to the Municipal Council. The Municipal Council approves it and the person takes the application to...

This application is only valid for one thing, it is only valid for applying for a permit for a project. You can neither sell the land, nor rent it, nor do you get a title deed. After the project is approved, you build. Only after you have completed the construction, not before, do you get the title deed.

You cannot enjoy a title deed without investing in that land. If at some point in time X, someone else appears who claims to be the owner, goes to court and wins, you don't deal with him, but the state does. This is the trajectory that this package follows. It is very pro-business ," concluded Prime Minister Rama.
