More details emerge from the decision of the European Union's Energy Ministerial, which punishes the Albanian government regarding energy projects.

As can be seen from the EU decision, it appears that the scandals involving Deputy Prime Minister and Minister of Energy, Belinda Balluku, have blocked the Albanian government from fulfilling its duties in the energy sector.

The European Union's Energy Ministerial has decided to punish the Albanian government by issuing a decision on December 18, stating that Albania has failed to comply with the Energy Community Treaty.

According to the Energy Ministerial document, Albania has not adopted and implemented the laws, regulations and administrative provisions necessary to comply with the European Union Directive, which relates to risk preparedness in the electricity sector.

This strong decision by the Minister of Energy is thought to be related to three projects in which Balluku is personally invested, such as the Roskovec TPP, where a Russian corporation is also suspected as an investor, the "Tigrat" energy ships in Vlora, and the destabilization of European interconnection lines due to corrupt agreements.

The European Union has decided that the Albanian government must report during 2026 on what steps it will take to correct the problems identified in energy policies.

" Albania shall take all appropriate measures to remedy the breach identified in Article 1 and to ensure immediate compliance with Energy Community law. Albania shall report regularly to the Secretariat and the Permanent High Level Group on the measures taken in 2026 ," the decision of the European Union Energy Ministerial states.

If Albania's violations have not been corrected by 1 July 2026, the Secretariat is invited to initiate a procedure under Article 92 of the Energy Community Treaty, which provides for the suspension of certain rights deriving from the application of this Treaty for the party concerned, including the suspension of voting rights and exclusion from meetings or mechanisms provided for in this Treaty.
