Scandal/ Shkëlzen Berisha's people are expected to receive 20 million euros as land owners at the new Port in Porto Romano

The expropriation of the owners of the land where the new Port of Durrës will be built exposes the ownership of the Berisha family and especially people close to Shkëlzen Berisha, who usually use it to dispose of assets in their name.
A week ago, the Prime Minister of the country, Edi Rama, presenting the new project of the industrial port in Porto Romano, said that he foresees that 329 million euros will be disbursed for the construction in the first phase. This new port was decided to be built only after the government decided to turn the old one in Durrës into a tourist complex.
Now that it has started to invest in Porto Romano, the government is obliged to expropriate the lands around the new port, in order to create storage and service capacities.
But what the list of owners who will be expropriated in the first phase reveals is very interesting. It includes family members and close members of the Berisha family, people who have closely cooperated in work and transactions, especially with Mr. Shkëlzen Berisha, the son of the former prime minister.
The first person who stands out is Ismail Mulleti. The latter is a businessman and very trusted connection of the Berisha family.
Ismail Mulleti received a concession during the Berisha administration. Several transactions and land sale/purchase contracts in Porto Romano between him and Mr. Shkëlzen Berisha have been exposed in the press.
Ismail Mulleti owns 2 hectares of land in his personal name on the list of expropriations of the new port. He owns another area of half a hectare in the name of the company GFI.
Another name that stands out on the list is Ms. Shpresa Breçani. She is the granddaughter of former Prime Minister Berisha and owns at least 1.6 hectares of land in the area near Porto Romano.
Businessman Shkëlqim Beshiri, known as "Berisaj's guarantor" for the appointment of Adriatik Llalla as chief prosecutor, is on the list of expropriations with 602 square meters of ownership.
But what appears most interesting in this list is a company called "Stellar Real Estate". This company owns at least 8 hectares of land in this list alone.
Previous media investigations have revealed that this company with a mysterious owner has direct business ties and representation contracts with Shkëlzen Berisha and Ismail Mullet.
The company "Stellar Real Estate" has still unknown owners and is registered in Gibraltar.
In Tirana, the subsidiary is managed by a lawyer named Entela Shehaj (Memishaj), who a few years ago was proposed by the Democratic Party as a candidate for the vacant positions in the new justice system. As a lawyer, she has worked closely with the Berisha family, together with Erinda Ballance.
Entela Shehaj is also a partner with Ismail Mulletin of the "IMAH 2014" company. Shehaj owns 10% in this company, while Mulleti owns 45%.
In 2009, the company "Stellar Real Estate" with a special power of attorney authorized Shkëlzen Berisha to find 5 hectares of land in this area.
It is still unclear how and how much Shkëlzen Berisha was paid for this mission, but the fact is certain that while acting as Entela Shehajt's agent, he was also the son of the country's prime minister at the time and could have access to long-term plans for the development industrial of this area.
All these characters integrally connected with the Berisha family have benefited from these lands more than 15 years ago, while now nearly 20 hectares are documented in their ownership.
The Rama government has set a price base of 6 euros (exchange rate August 13, 2024) per square meter in the expropriation decision, but has left open the option that if these owners want to exchange their meters elsewhere, they can do so.
Currently, the price per square meter in this area is 100-125 euros, per square meter.
These owners can easily appeal the price to the administrative court to claim the market price. The process is simple then, the judge officially asks the mortgagee at what prices the land transactions were made by private individuals and determines the average price as the expropriation margin. The average price in this area is 100 euros per square meter and with so much territory as determined by this list, i.e. about 20 hectares of the Berisha tariff, it is calculated that this group will benefit about 20 million euros.
Meanwhile, the list also includes well-known Albanian businessmen who own land in this area, while an in-depth investigation can trace whether these businessmen have benefited from the sales and purchase relationship with Entela Shehajt's real estate company or from the relationship with Ismail Mullet in the past.
