SPAK demands Balluk's arrest, DP requests Parliament: Immunity Council to meet on Tuesday at 11:00

The 5 DP members on the Immunity Council have requested that the Immunity Council meet on Tuesday, at 11:00 am, to review the prosecution's request to lift the immunity of Deputy Prime Minister Belinda Balluku.
The news was announced by the Chairman of the DP Parliamentary Group, Gazment Bardhi, in a statement where he stated that:
" Today, we, the 5 members of the Democratic Party in the Council of Regulations, Mandates and Immunities, have sent an urgent request to the Speaker of the Assembly to convene the Council of Mandates tomorrow at 11:00, to continue reviewing the SPAK request, which seeks authorization for the arrest or deprivation of liberty of Deputy Prime Minister, Minister and MP Belinda Balluku.
Edi Rama announced yesterday that he would continue to block and obstruct justice until February, when the Constitutional Court will finally rule on his request for the first prohibitory measure taken by SPAK and the Special Court against Belinda Balluku.
In fact, the request brought to the Assembly by the Prosecutor's Office and the case being handled by the Constitutional Court have no connection to each other. At the time when Rama addressed the Constitutional Court, because the Prosecutor's Office had taken the prohibitory measure for Ms. Balluku to exercise her function, she was accused of two crimes, with a damage value of 2010 million euros, and her file was this.
Today, since the Prosecutor's Office's request has come to the Assembly for the escalation of the preventive measure against Ms. Balluku, i.e. for an arrest or deprivation of liberty measure, she is accused of a total of 11 crimes, with a damage value of 1.1 billion euros. And her file is this, along with the evidence that the Prosecutor's Office has brought to the Assembly in this USB.
Therefore, my call today goes to the Speaker of the Parliament not to obstruct justice, not to become a tool of personal interests or the fear that Edi Rama feels from the full, swift and uninfluenced investigation of the Prosecutor's Office in the corruption cases of Belinda Balluku.
"Now, everyone knows that Edi Rama is not obstructing justice because of Belinda Balluku, but is obstructing justice because of his fear and because he is aware that the one who ordered every corrupt affair committed by Belinda Balluku is Edi Rama himself."
The request of 5 members of the DP addressed to the Speaker of the Assembly states that:
“In accordance with Article 13, point 6, and Article 118 of the Rules of Procedure of the Assembly, We, 1/2 of the members of the Council:
– Considering the period of more than 3 days as sufficient for the parties to familiarize themselves with the acts and prepare for the presentation of arguments/defense, based also on the parliamentary precedent of the last two cases considered by the Council, where the deadline available to the parties was 48-72 hours;
– Taking into account the note of the Special Prosecution Office in the request and during the meeting of December 19, 2025, which underlines that Ms. Belinda Balluku has been found by special investigation methods to be intimidating witnesses/destroying evidence;
– Taking into account the request of the Special Prosecution Office that the matter be reviewed by the Council within 3-5 days from the meeting of December 19, 2025, due to the urgent nature of the request and the need for not to hinder investigations;
– In order for the Council and the Assembly not to become an obstacle to justice and the investigation of cases by the Special Prosecution;
We request:
1. Meeting of the Council on Regulation, Mandates and Immunity, on Tuesday, December 23, 2025, at 11:00, with the Agenda: “Continuation of the consideration of request no. 13019 Prot., dated 16.12.2025, by which the Special Prosecution has requested authorization from the Assembly for the arrest/deprivation of liberty of the MP – Deputy Prime Minister – Minister, Ms. Belinda Balluku.”.
The DP deputies emphasize that: "the calling of a Council meeting at the request of 1/2 of the members is mandatory according to the Regulation, because the Council is called in two forms according to point 6, article 13 of the Regulation of the Assembly: (1) at the request of the President of the Assembly; (2) at the request of 1/2 of the members of the Council. If called by 1/2 of the members of the Council, the President of the Assembly has the obligation to announce the Agenda to the other members and parties who may have been summoned to the process. For this reason, fulfill your legal obligation and do not obstruct justice."
