"The Murriz Tunnel, a symbol of a criminal scandal", the MP denounces: 450 million euros were stolen for a cracked tunnel, which endangers the lives of citizens

The Democratic Party today denounced the latest scandals of the government and the Ministry of Infrastructure and Energy, led by the defendant from SPAK and GJKKO, Belinda Balluku.
The Head of the Infrastructure Department in the Democratic Party, Besnik Dervishi, issued a statement to the media today, where he emphasized not only the theft of 450 million euros with poorly studied projects, but also the endangerment of citizens' lives.
He took issue with the latest situation at the Murriz Tunnel, which has suffered serious cracks and is at risk of collapse, while adding that the Arbri Road is also unpaved.
Dervishi demanded immediate investigations and verifications of the situation, as well as holding those responsible accountable, underlining that the DP had long denounced these abuses and affairs.
The full statement of Besnik Dervishi from the DP:
" The Murriz Tunnel, which was opened to citizens shortly before the 2025 elections, with electoral haste, propaganda and festive ceremonies, today, less than a year after its opening, has suffered cracks and fissures, reconfirming in the most criminal way that we are dealing with a work carried out outside technical and safety standards.
What happened was not unpredictable, as alarm bells had rung much earlier, both during the construction of the tunnel and after its opening, when engineers from the Infrastructure Department of the Democratic Party declared that this road, and this tunnel in particular, was substandard and posed a serious risk to the lives of citizens.
This professional alarm was ignored.
Today, the facts are on the ground: The tunnel is in danger of collapsing.
The Democratic Party MPs have officially addressed the Albanian Road Authority for information on the Arbër Road and the official response was:
"The Murriz Tunnel, part of segment no. 3 of the Arbër Road territory, is a segment that has not yet been submitted to the ARRSH for the follow-up of the approval procedures."
So, the Murriz Tunnel and Arber Road are open to road users unfinished, unapproved, and untaken for delivery.
Construction of the 74 km long Arbër Road began in 2005, with a feasibility study conducted before 2005, and by 2013, 25 km of it had been fully completed, while another 15 km were 80% complete.
The project for its completion envisaged a total cost of 170 million euros.
After 2013, the works were suspended, as the construction of the road had to be awarded through PPP, where the PPP beneficiary had the obligation to:
-to draft the final project;
-to carry out improvement, construction, operation and maintenance works according to the implementation project;
-to secure financing for the implementation of the project.
The construction of this road, whose contract provided for its "turnkey" completion at a value of 267 million euros, with additions made over the years, cost Albanian citizens 450 million euros.
The beneficiary of the PPP is the same entity that built the failed and infamous Llogara tunnel.
Why do two strategic tunnels, built by the same government-connected oligarch, crack, fail, and endanger the lives of citizens?
This is a well-organized scheme for theft and poorly organized for citizens.
The Murriz Tunnel is not a technical incident, but a consequence of:
- PPPs fabricated for oligarchs;
-lack of state control over state budget money;
-the capture of the state by private interests.
It is a reflection of a governance model that builds for the campaign and collapses for the citizens.
"This model requires political and criminal responsibility, not recycled justifications and blaming the past."
