AKSH in trouble again: 4.8 million Euro tender for institutions' internet

The National Agency for the Information Society is not finding peace and as if there were no problems with the Tax SelfCare system, the 4.8 million euro tender for the internet of this institution and other public ones was appealed to the Public Procurement Commission.

The complaint was filed by one of the operators participating in the procedure and concerns the evaluation made by the Bid Evaluation Committee.

Earlier in December, the same tender was suspended by the Public Procurement Commission due to complaints made by several operators regarding the procedure documents.

For some of them, the KPP accepted the requests, while for others it did not, underlining the reasons. Continuous complaints have led to numerous delays in the normal deadlines that the contract should follow. Specifically, the tender was opened on August 13, 2025.

The procedure had as its object the contract “Internet and intranet service for the national information society agency and public institutions”. The limit fund is 4.8 million euros and the service is expected to be provided for 730 days.

"The general objective of the contract is the installation and activation of Internet and Intranet services for state administration institutions under the responsibility of the Council of Ministers.

The service will be provided throughout the contract period, for this reason each economic operator is responsible for guaranteeing and ensuring the availability of the service at all times, by providing technical support, maintenance of physical lines in accordance with the SLA", it is stated in the terms of reference of the procedure.

Tenders related to the IT systems of various institutions, as well as maintenance, are among the procedures most frequently complained about at the Public Procurement Commission, also creating delays.

A case like this was the fiscalization maintenance issue, which was appealed several times and has a fund limit of 7.7 million euros, being one of the reasons that led to the non-functioning of the self-care platform and blocked business activity for about three weeks!
