The appeal upholds the suspension of Behgjet Pacolli, Vlora Airport remains under the administration of Valon Ademi

The Tirana Court of Appeal has upheld the security measure of the Court of First Instance, which grants shareholder Valon Ademi the right to administer Vlora Airport.
The decision was made today, but has not yet been made public by the court.
The Tirana court ruled in favor of the "2A Group" company against Mabco Construction SA in the Vlora Airport dispute.
The Court of First Instance in Tirana had made a decision to secure the lawsuit in the case of "Vlora International Airport - VIA", approving as well-founded the request submitted by "2A Group".
Through a decision taken on December 24, 2025, the Court of First Instance suspended the voting rights of shareholder Mabco Construction SA, led by Behxhet Pacolli. That decision has now been confirmed by the Court of Appeal, further narrowing Pacolli's options for appealing to the Supreme Court, while making Arbitration much more possible.
In addition to the court case, the Tirana Prosecutor's Office has launched investigations against Pacolli, his brother Emin Pacolli, and his employee Nelson Çela. Both are being investigated for their roles in the company "Mabco Constructions SA".
All three are suspected of charges of "fraud with serious consequences", "forgery of documents" and "computer fraud".
The charges are related to suspicions that Pacolli and his people sold shares of the Airport to the company "Delphos Securities Sarl", deceiving the other shareholder who won the concession for the construction and operation of Vlora Airport.
