Xama discovered that the key person in the criminal activity, Elvis Doçi, currently wanted, has obtained a building permit for a hotel through his company Eldemar Construction.
'Eldermar Construction, from 2018 to the end of 2023, generated a total of 15 million euros in revenue and 4 million euros in profit.
The company has been granted a building permit, which it received on April 2, 2024, to build a 10-story hotel. It has sold 60% of the quotas. Owner Elvis Doçi would secure the permit, provide the land, and acquire the international brands, Accor and Pullman, and secure the project from a foreign architectural studio.
"So the money is invested in hotels, which is typical of criminal groups. They also have their own bar-restaurant because they sit and talk about criminal activity," Xama said, among other things.
