The game is a modern incarnation of an older Spanish game called Juego de la Lapicera. 'Charlie Charlie' has been popularized in the English-speaking world in 2015.

The game involves crossing two pens or pencils and then asking questions to a supernatural force called Charlie. The top pencil is then expected to rotate to indicate the answer to the question. The first question everyone asks when talking is "can we play?" or "are you here?" or "are you there?"

The upper pencil is easily balanced on a central pivot point. This means it can easily be rotated by light gusts of wind, or the breath of players waiting for the pencil to move. Many people have denounced Charlie Charlie's challenge as demonic. In April 2017, the Libyan government banned the game, citing it as the cause of 6 suicides. In Albania there are traces that show that this game was played by Albanian children. A video uploaded to YouTube shows two children no more than 12-13 years old playing this game at 3 am.
