Mario Draghi warned that Europe faces serious risks, such as fragmentation, subordination and deindustrialization, against the backdrop of the collapse of the international order. As he emphasized, “the real threat, after the collapse of the international order, consists of what will replace it.”

Draghi stressed that Europe is at a critical crossroads, where it is called upon to either develop into a true federation of states in order to become a great power, or risk being marginalized.

Finally, he noted that in areas where Europe has adopted the federal model, such as monetary policy, the single market, competitiveness and trade, it enjoys respect as a great power and has the ability to negotiate with a single voice.

According to Draghi, Europe should pursue a "realistic federalism".

"Because we need to take the steps that are feasible today, with the partners that are ready today in the areas where progress can be made now. But federalism, because what matters is the destination ," he said.

He even warned that some still believe that the world has not changed, or that granting economic independence or even territory does not threaten their values.
