The Director of the Elbasan Water Supply Company, Luan Tabaku, was raped in the middle of the city, in an incident that occurred around 10:45 am on Sunday, September 6.
According to preliminary data, Tabaku is suspected of being attacked by two people, identified as Endri Çopja and Horgito Peqini. During the clash, it is suspected that hard objects were also used. From the medical record data, it results that Tabaku suffered two fractures in the head.
Despite the injuries, the injured man chose not to file a report with the Elbasan Police. However, the blue uniforms have launched an investigation on their own initiative, as the incident occurred in a busy area and it is suspected that there were several witnesses.
Sources indicate that the full circumstances of the conflict are being verified, while one of the investigation leads is related to an employment issue.
According to preliminary suspicions, Luan Tabaku had previously made a decision to dismiss Endri Çopja's wife from her job at the Municipality of Elbasan. This decision is suspected to have been the cause of the clash between the parties.
The two suspects, with criminal records
The incident takes on additional weight due to the past of the two people who are suspected of attacking the Waterworks manager.
Endri Çopja was previously arrested by the police on suspicion of involvement in the explosive attack on Lulzim Kulla, an event that occurred on January 13, 2018 in Shkodra. However, he was released after insufficient evidence was found to keep him under arrest.
Meanwhile, Horgito Peqini, the nephew of Eduart Peqini, known as the "Mandela of Elbasan", was released from prison only a short time ago, after serving a sentence for a murder that occurred in 2022.
Tabaku's activity also under investigation
Luan Tabaku himself is a well-known name in Elbasan. He has long been rumored to have close ties to Suel Çela.
In April 2025, Tabaku was searched by BKH agents and State Police officers. A few months later, he appeared before the Special Prosecutor's Office, as part of verifications where he was suspected of favoring Suel Çela in public tenders.
To date, no arrests have been reported for the rape that occurred on September 6. Police are continuing their investigations to document the dynamics of the conflict, the motive, and the responsibility of those involved.
