"Diella" remains in government, Constitutional Court rejects request of 39 MPs

The Constitutional Court has rejected the request of 39 members of Parliament, who opposed the President's decrees appointing the Prime Minister and the Council of Ministers.
The decision was announced today by the President of the Constitutional Court, Fiona Papajorgji, during a conversation with journalists at the court premises.
The request related to provisions of presidential decrees on the composition of the Council of Ministers, which the deputies claimed were in violation of the Constitution.
At the center of the issue was the appointment of the virtual Minister of Artificial Intelligence, Diella, a matter that was sent to the Constitutional Court by the Democratic Party.
By rejecting the request, the Constitutional Court has left in force the relevant decrees of the President regarding the formation of the government.
The decision comes after the Constitutional Court reviewed the case, which had scheduled in its calendar the review of issues presented by MPs in a plenary session based on documents.
The Presidential decree on the composition of the Council of Ministers, dated September 15, 2025, stipulates that Prime Minister Edi Rama also exercises responsibilities for the establishment and functioning of the virtual minister of Artificial Intelligence "Diella".
