Farce of 50 million euros with road maintenance / ARRSH determines the winners without allowing financial competition

The four tenders for the maintenance of national road axes have turned into a veritable farce, as the ARA has practically executed every possible financial competition.
Capital publishes official documents proving that the winners of the 47.5 million euro package for the maintenance of the country's main roads for the next four years were predetermined without even going through a financial competition between companies, through the trick of disqualifications in the pre-qualification phase, the so-called short listing.
National road maintenance tenders were modeled in two phases. The first is the short listing phase, where the ARA evaluates companies that meet the criteria and required documentation. Those that are assessed as meeting the criteria then move on to the second phase, where they compete with financial bids.
But what has happened this time is a real disaster, as in all four tenders, the ARRSH has qualified only one company.
Salillari, Bami, 2T and Geci will compete against themselves
This in the picture below is the short listing estimate for contract D, otherwise known as lot 4. This lot covers the maintenance of axes in the southern region of Albania and includes about 374.1 kilometers of roads, with segments such as Tepelenë–Gjirokastër, Orikum–Himarë–Borsh, Levan–Vlorë and connections to Konispol. The limit fund for this contract is almost 1.2 billion lekë or 12.8 million euros.

As evidenced by the document, the ARRSH has qualified only one company for the second phase, Salillari. Now Pëllumb Salillari will compete with itself and is certainly in a position to offer a price up to the last penny of the limit fund without worrying about losing the tender.
The same situation is in contract B or the second lot as it is otherwise known. Contract B includes 294.1 kilometers of road axes in the central and northeastern region. Among the main segments are the Tirana–Rinas–Durrës, Thumanë–Milot connections, as well as the roads towards Bulqiza and Peshkopia. ARRSH has qualified only the company Bami shpk for the competition for this lot.

This lot has a limit fund of 1.1 billion lek or 11.7 million euros and now Besnik Bami's company will compete with itself, untroubled by others.
The other two lots that meet the goal are the so-called Contract A and Contract C. Contract A covers the maintenance of axes in the northern region and includes 242.2 km of roads, which include segments such as Milot–Lezhë, Shkodër–Hani i Hotit, Vau i Dejës–Pukë and connections to Kukës and Shëngjin.
This lot has a limit fund of about 815 million lek or 8.7 million euros. The only competitor in this lot will be Geci shpk.
Meanwhile, contract C, which is the largest in value, covers the eastern and southeastern parts of the country. This contract includes about 403 km of roads, including axes such as Elbasan–Qafë Thanë, Korçë–Kapshticë, Librazhd–Qukës and Lushnje–Berat and has a limit fund of 1.37 billion lekë.
The only company that will be allowed to compete financially for this contract is the party's 2T. This company is owned by two shareholders, Dritan Troksi and Artan Sako, the brother of the socialist mayor of Tepelena, Gramos Sako.
The four tenders for the maintenance of national highways throughout the country set a precedent in Albania where companies are predetermined winners without a financial competition, enabling them to bid calmly within the limit fund, without fear that someone else will offer a lower price.
