Over 500 communications between the head of SHISH, Vlora Hyseni, and the person under investigation, Ergys Agasi, have ended up in the hands of SPAK investigators, highlighting frequent and continuous communication between them.

These are phone calls, video calls, messages and other forms of communication recorded on Agas's phone during the period June 28–August 26, 2026, the day Agas was arrested.

In the investigative file, SPAK evidences that a total of 508 communications with Vlora Hyseni were found in the "BIOME" function of Agas's phone.

" Regarding the communications between Ergys Agasi and Vlora Hyseni, a total of 508 forms of communication (calls, voice, video calls, messages, chat messages) between these two citizens for the above-mentioned period are stored in the BIOME function of the telephone of citizen Ergys Agasi ."

But how did this data end up in the hands of investigators?

According to the investigative file, the communications traces were administered during the investigation that followed the seizure of Agas's vehicle. On July 20, 2026, at the premises of "Equos Resort" in Tirana, the vehicle with license plate GG444AA, owned by him, was seized.

During the investigative actions, nine large-format paper prints were found and seized in the vehicle, among other things, which presented diagrams with data that, according to SPAK, had similarities to materials produced by the State Intelligence Service.

On July 22, the items were formalized through a seizure report. Meanwhile, the investigation continued into Agas's equipment and communications, highlighting the high number of contacts with the head of SHISH.

Agasi himself, during the court session to verify the conditions for the implementation of the security measure, admitted that the vehicle was his and that he had left the items found in it with the intention of being found by the Special Prosecution Office.

In addition to the 508 forms of communication stored on the phone, investigators also analyzed communications through the "Signal" app.

According to the data administered in the file, this application alone resulted in 70 incoming calls from Vlora Hyseni to Ergys Agas, 28 missed calls, 25 unanswered calls and other rejected calls.

So, it is not just about sporadically exchanged communications, but about repeated and prolonged contact, which, according to investigators, continued even during the period when Agasi was wanted by justice.

" The content of the communications between them shows the existence of a personal and ongoing connection, which continued even during the time when citizen Ergys Agasi was wanted by the justice system ."

The file notes that the communications were not just ordinary phone calls. Investigators also documented video calls, the exchange of photos and videos, and other communications.

" The communication between the Head of SHISH, citizen Vlora Hyseni, and the person under investigation, Ergys Agasi, until then and wanted by the justice system, is periodic (once a day) and prolonged in conversation time, including not only voice calls but also video calls and sending and receiving photos and videos."

The content of these communications is one of the elements that SPAK has placed in the focus of the investigation. According to the investigative material, in some of the conversations Hyseni appears directly linked to Agas's interests vis-à-vis the justice system.

" In some of the communications, citizen Vlora Hyseni is directly identified with the interests of Ergys Agas against the justice bodies that were prosecuting him."

This finding of the investigators is also contrasted with the statements given by Vlora Hyseni on September 18, 2026, when she was questioned in her capacity as a person with knowledge of the criminal offense.

Hyseni admitted to continuous communication with Agas until the day of his arrest and stated that he had offered her “cooperation.” She denied physical meetings with him and denied that Agas had provided information from SHISH.

But, according to SPAK, the content of the communications administered during the investigation presents a different dynamic.

" As it results from the above conversations, citizen Ergys Agasi is not only not in the role of 'collaborator' but on the contrary is the one who receives and dictates the information received."

The file also raises another question about how the relationship with Agas was handled within SHISH. According to investigators, none of the other levels of the institution were made aware of the person who was alleged to be a "collaborator."

"Furthermore, the Head of SHISH has not informed any of the instances, whether parallel or within the institution, about the so-called collaborator."

The phone records and communications via "Signal" are already part of the material that SPAK is analyzing to determine the nature of the relationship between Hysen and Agas and the role of each in the events under investigation.
