Flood in Elbasan/ Mayor Gledjan Llatja cuts the Emergency Fund for buildings

A sudden downpour this weekend, after a very hot summer, completely flooded the streets of Elbasan, highlighting the poor public management by the city's Municipality.
In an interesting twist, road axes became impassable for hours, just a few days after the Socialists in the City Council approved a controversial project by Mayor Gledjan Llatja, to cut Emergency Funds.
At the meeting of September 10, 2026, the Council reviewed the Municipality's request for " Use of a portion of the Emergency Fund for the construction of a new fire station ." The fund that was taken from the money intended for Emergencies was 10.2 million new lek or more than 110 thousand euros, according to the current exchange rate.
The Report drafted by the office of Mayor Llatja stated that this change in the destination of funds is proposed " as part of measures to strengthen local capacities for preventing, preparing for and dealing with civil emergency situations and increasing readiness to deal with fire situations... ".
The Elbasan Municipality project foresees the construction of a new fire station in the Bradashesh area.
The right-wing opposition in the Elbasan Municipal Council opposed this project of Mayor Gledjan Llatja. Considering the construction of a fire station as necessary, the opposition councilors expressed their complete opposition to the reduction of Emergency Funds for this new project.
The head of the opposition councilors, Bianka Çopja, stated at the meeting that the group she represents supports the idea of strengthening capacities for firefighters, however, the decision to cut Emergency Funds is a completely reckless action and contrary to the interests of the citizens of Elbasan.
" We must be clear that we are not against the construction of a fire station, but we are against the use of the Emergency Fund for the reconstruction or construction of a building. The Civil Emergency Fund has a very clear purpose - to be used in emergency situations and not for lack of planning by the Municipality for construction ," said Çopja during a debate with Mayor Llatja.
Further, she emphasized that, if the construction of a new building for firefighters was necessary, " the Municipality should have planned this construction at the time of drafting the Budget for 2026. "
Continuing with her opposition, the opposition chief councilor Çopja suggested to the Municipality that "we postpone the approval of this project for next year, given that the current year is also ending. The new budget is planned in December. Therefore, we do not have to touch the Civil Emergencies fund, because we cannot as a budget heading, whenever the Municipality needs a new investment."
Çopja called on the socialist councilors " not to touch the emergency fund, since, faced with a difficult situation, Elbasan will not have the opportunity to cope with any major problems ."
The opposition's stance and call had no impact at all on the decision-making of the socialist councilors, who approved with a majority vote the Municipality's project to cut the Civil Emergency Fund by a full 110 thousand euros, an amount that is more than a quarter of the annual fund for this field.
The consequences of the majority councilors' decision-making were clearly seen over the weekend, especially on Saturday, when a few minutes of rain completely flooded the city's streets. With the expected winter, the city of Elbasan is expected to face even more difficult situations, while it remains to be seen how sufficient the Municipality's funds for Civil Emergencies will be./boldnews.al
