After the "Belinda Balluku" file, which is rapidly expanding due to ongoing investigations, it seems that Ergys Agasi, labeled by Arben Ahmetaj as "Coordinator between Edi Rama and organized crime", has fallen into the Special Prosecution's net along with a nefarious scheme of politics and organized crime. The indications are that even certain media outlets are not hers. In June 2025, SPAK seized 7 phones and a Laptop, during the search of three apartments in Tirana and Durrës, belonging to Ergys Agasi, a highly discussed character among business, Albanian politics and Organized Crime.
All emergency telephones were submitted for examination to the SPAK scientific laboratory, where the Expertise Act reportedly revealed thousands of messages exchanged between this subject and various figures in politics, crime, the media, and administration directors, including Ergys Agasi.
Agasi has now left Albania for Dubai, while SPAK has issued a "prison arrest" security measure for him and several house arrests for Mirlinda Karçanaj and Ermal Beqiraj and other officials of the Bid Evaluation Commission.
Among the many messages, it is learned that the director of the National Agency for the Information Society, Mirlinda Karçanaj, has also come forward, bringing new facts into what is now commonly known as the pre-determination of public tenders to businessmen who are government clients.
The investigation by prosecutor Bledar Maksuti, (who has already merged two different files into a single proceeding), has revealed through intercepted phone conversations that some of the tenders worth millions of euros were "piloted" by other persons outside the institution, predetermining the competition in some procurement practices.
The "piloting" was carried out through the head of the AKSHI and then the latter forwarded the directives to the members of the Bid Evaluation Committee, who arranged the letters for the pre-determination of the preferred company as the winner.
The tenders worth millions of euros of the AKSHI have been divided on the table and in some practices that SPAK is investigating, it turns out that there was never any competition, but only "piloting" from outside. Based on this evidence and strong suspicions based on indications, Mirlinda Karçanaj, three days ago, appeared at the SPAK special prosecutor's office, providing explanations regarding the practices carried out.
Karçanaj's testimony was taken as a person with knowledge and lasted for almost 3 hours. It is not known exactly what Karçanaj stated, because this investigation is being kept very secret by the members of the investigative group.
Meanwhile, regarding this case, it is expected that Daniel Shima, who has held the position of deputy director of the National Agency for Public Procurement and has once been the chairman or member of the Bid Evaluation Committee in several tender practices, will appear before SPAK to testify.
Several members of the Bid Evaluation Committee and businessman Ermal Beqiri, who controls the company "SOFT & SOLUTION", were also questioned in the case in question.
But sources from SPAK indicated that there are text messages and phone calls with numerous public and state figures, where money, tenders, etc. are discussed. SPAK has set up wiretaps for some of them and is investigating how far the chain of corruption and interference in tenders goes.
