Sali Berisha and Flamur Noka have blocked the Parliament's rostrum.
Berisha wants to speak again, although he finished his turn, and also took up the time of MP Albana Vokshi.
With the agreement of the Council of Ministers, Berisha was given 30 seconds and finished his speech by vacating the podium.
