The cadastre and the punished notary are making a fool of the citizen, 4 years of wandering about the property

In Fier, citizen Tefta Lule turned to the "Stop" show, after she had been unable to unlock two of her three properties for four years, even though she had ownership certificates since 2015.
The problem began when her husband, Bedri Lule, took out a loan for a work tool, which he did not repay on time, leading to the freezing of three assets.
In 2022, after the loan was repaid and he was found not to be a debtor, one of the properties was unblocked by the buyer, but the other two remained blocked in the system.
The notary in the case, Anila Haxhiu, faced additional requests from the Cadastre after the initial application and re-applied. However, even after the second application and despite Bedri Lula's clean status, the two properties continued to appear blocked.
After our inquiry, the Cadastral specialist, Arlind Rusto, admitted that the error had occurred in practice: the debit had been deleted in a section of the document, but it had remained in the property card. After the intervention, the problem was corrected and the property card came out clean.
However, the situation became complicated again, after Tefta Lule stated that the original certificate of a property had remained in the office of notary Anila Haxhiu and was now lost.
The notary and the company involved in the sale passed responsibility to each other, while the citizen was left without the original document.
