UN blacklists Israel and Russia for sexual violence in conflict

The United Nations has included Israel and Russia on a blacklist of countries and parties suspected of committing conflict-related sexual violence, according to the latest report published on the phenomenon.
The report documents numerous cases of sexual violence against civilians in conflict zones and emphasizes that during 2025, numerous incidents were verified, including rape, attempted rape, physical violence to the genitals, forced undressing, and other forms of abuse.
According to the UN, cases of sexual violence against men, women and children have been documented in the Occupied Palestinian Territories, with alleged perpetrators including Israeli armed and security forces. The incidents reportedly occurred mainly during detentions, interrogations and military operations.
On the other hand, the report also mentions Russian forces, highlighting hundreds of verified cases of sexual violence in Ukraine. According to the UN findings, the victims include men, women and girls, while the reported abuses range from rape to torture and physical violence.
Inclusion on the blacklist does not automatically result in sanctions, but is considered a significant blow to the international image of the countries involved. Israel's Foreign Ministry reacted to the report by declaring that it would cease cooperation with UN Secretary-General Antonio Guterres.
The report also highlights that nearly 10,000 cases of conflict-related sexual violence were recorded worldwide last year, more than double the figure from the previous year. According to the UN, this indicates a worrying escalation of the phenomenon and a continuing climate of impunity for the perpetrators of these crimes.
