AfD's landslide victory: What to expect after the elections in Saxony-Anhalt?

The preliminary election results are now clear. The AfD has won a clear majority in Saxony-Anhalt with 43.8 percent of the vote. However, this is not enough for an absolute majority of seats in the state parliament. Of the 83 seats in the Landtag, 39 belong to the AfD.

The CDU won 17.2% of the vote, the SPD 9.3% and the Greens 8.9% - the parties that could imagine a coalition together only managed to win 31 seats. The Left Party Die Linke with 8.6% won eight seats in the new parliament. The BSW (5.3%) secured five seats. The main question in the coming days and weeks is now how a new government can be formed.

By when should the new state parliament convene for the first time?

The newly elected parliament of Saxony-Anhalt must meet for the first time no later than the 30th day after the elections, i.e. by October 6, 2026. This is stipulated in the Constitution of the State of Saxony-Anhalt. The current president of the parliament, Gunnar Schellenberger (CDU), is the one who convenes the new parliament.

The first session is chaired by the member with the longest parliamentary experience, i.e. the person who has been a member of the Landtag for the longest time. In this first session, among other things: the rules of procedure of the parliament are voted on, the new president of the Landtag is elected, and the foundations for the beginning of the work of the new parliament are laid.

When is the election of the country's prime minister held?

In Saxony-Anhalt, there is no legal deadline for the new regional parliament to elect a new prime minister. This is because the process of forming a government can be difficult and lengthy.

The expected process is: after negotiations on a coalition or some form of cooperation between several parties have been concluded, the election of the prime minister is included in the parliamentary agenda. However, another scenario is also possible: a group of deputies may request that the election of the prime minister be included in the agenda even before the conclusion of talks on the formation of the government.

The coming weeks in Saxony-Anhalt will be characterized primarily by political negotiations to find a majority that can ensure the election of a new prime minister and the formation of a new government - thus marking the official start of the new legislature.

How is the new prime minister chosen?

The election of the Prime Minister (Ministerpräsident) is carried out by secret ballot. This means that surprises are possible and, especially in a situation with such a close balance of power, the outcome can be significantly influenced. Several candidates can run in the race at the same time.

A total of three rounds of voting can take place: in the first round, the candidate who receives an absolute majority of the votes of all deputies is elected. This means that in the parliament with 83 deputies, at least 42 votes are needed for a candidate. If no one achieves an absolute majority in the first round, a second round of voting must be held within seven days. In this case, too, an absolute majority of all deputies is required, i.e. again at least 42 votes.

If the second round also fails to produce a result, the parliament has an interim step: Within 14 days, the Landtag must decide whether to dissolve itself. This decision also requires a majority of all deputies. If the parliament decides to dissolve itself, new elections follow.

If parliament is not dissolved, a third round of voting is held immediately. In this round, a simple majority is sufficient. This means that the candidate who receives more votes than his opponents is elected. Abstentions do not count. In the end, a prime minister can be elected even without the support of a majority of all deputies, as long as he has a majority of the votes cast./ DW
