Veliaj's head in prison, Rama's head in the square

The building like a human head, which has begun to peel off its scaffolding and has half of its body sticking out, blocks the exit to Skanderbeg Square, on Dibra Street, an itinerary as old as the city itself. The architect of this building is Winy Maas of the Dutch studio MVRDV, one of the architect-clients of Prime Minister Edi Rama's inner circle, the same one who designed the Pyramid, the Down Town tower, and who knows how many others in Tirana. The same architect who a few years earlier, in a lecture, in front of students, showed how he played with colors and facades with Albanian national symbols, under the instructions of Prime Minister Rama. But Winy Maas is not the only one Rama prefers. Bjarke Ingels, Stefano Boeri, Casamonti, etc., have been seen as equally friendly with the head of state, invited by the latter sometimes for ad hoc orders, sometimes for jury work.
“There are more Dutch architects in Tirana than in the Netherlands”, was Erion Veliaj’s joke at the summit held in Tirana of the mayors of several cities in Europe with the motto “Pact of Free Cities”, established by the Mayors of the four Visegrad capitals (Warsaw, Prague, Bratislava and Budapest). After this summit, Tirana is part of this global network of cities, which are determined to stand up for progressive values and fight against nationalist populism, promoting liberal and autonomous cities.
Prezenca kryeministrit Rama, ishte shumë dominante, duke marrë qendrën e diskutimit për një samit të konceptuar dhe organizuar vetëm për, dhe me, përfaqësues vendor. Në takimin, që pak ditë më vonë do të ishte, nga të fundit takime publike të Veliajt, nuk munguan metaforat e përdorura nga ky i fundit për të përkëdhelur, sedrën e kryeministrit. Ai iu referua atij si “gjigandi pranë shpatullave të së cilit ai ishte rritur, dhe frymëzuar”, aty ku ai, Veliaj, “si kryetar bashkie, shërbëtor publik e gjeti trasenë e hapur më herët nga Rama si ish kryetar bashkie i Tiranës”. Për të mos u ndalur tek përcaktimi i vetes, nga Erioni, si “shërbëtor publik”, kur ka katër akuza penale mbi shpinë, dhe është nën arrest me burg, çfarë ka vlerë për diskutim është fiktiviteti i prezantimit të qeverisjes së Tiranës, si model suksesi. Propagandë kjo, e denoncuar vazhdimisht.
Me zellin për të fol shumë, Veliaj, jo vetëm që u dallua për fiktivitetin në këtë aleancë qytetesh, por në 6 minuta e 30 sekonda që ishte fjalimi i tij, i tregoi audiencës se sa e varur është Tirana nga qeveria qëndrore dhe në veçanti nga kryeministri Edi Rama. Ndryshe nga qytetet e tjera në këtë pakt, të cilat janë bashkuar për tu përballur me sfida të mëdha ndaj qeverisë qendrore dhe synojnë këtë bashkëpunim horizontal, në nivel lokal, Bashkia e Tiranës, nën drejtimin e Veliajt, s’ka qenë ndonjëherë kaq e varur nga qeveria aq sa të shndërrohet edhe në instrument të planifikueshëm dhe kontrollueshëm nga vetë Kryeministri.
Në maj të vitit të kaluar, me ndryshimin ligjit “Për planifikimin dhe zhvillimin e territorit, i ndryshuar”, (e pesta herë) dhe më tej, në qershor, me një vendim të këshillit të ministrave (ndryshimi i 10-të, i VKM-së 408/2014), bashkive ju hoqën kompetenca në zhvillimin e territorit, duke ia kaluar ato organeve të qeverisë. Me propozim të ministrit Balluku, në parlament dhe më pas me anë të këshillit të ministrave që ai drejton, iu hoqën jo vetëm kompetenca pushtetit lokal, duke ndërhyrë direkt në autonominë e tij, porse Këshilli i drejtuar nga kreu i qeverisë, zgjeroi edhe territorin mbi të cilin ka vendimarrje, duke e shtrirë kompetencat e KKT, edhe tek ujërat, pasuritë publike të Republikës.
Fakti është se, i vetmi pakt i vlefshëm që ka dhe do të ketë Tirana, është ai me qeverinë Rama, dhe garantuesi për të ndodhur kjo, është vetë Rama, prezenca e të cilit në këtë samit kryebashkiakësh, mori jo vetëm më shumë vëmendje por edhe fjala e tij më shumë kohë. Ishte vetë Veliaj, që duke u nisur të heqë vetullat, nxorri sytë, kur u shpreh se “unë jam fatlumë, që jo vetëm që nuk e kam atë sfidë, por kam një bashkëpunim dhe një mbështetje të paepur, nga kryeministri im, ish kryetari i bashkisë së Tiranës”.
Independence from central government, much sought after by European mayors to democratize the city, is the essence of this pact, not only hypocritical on Veliaj's part, but also fictitious, as Tirana, taken hostage and controlled by the government and its leader, is advertised as a model of success.
Veliaj at that meeting, wanting to be subservient, highlighted the fact that the Municipality of Tirana is one of the instruments used by the head of the government Rama to develop his policy with the urban space of the capital. Rama's three consecutive mandates, first in the municipality and then three more in the government, have treated Tirana and its center, as the arena where the propaganda of central politics is produced and played. The same as Enver Hoxha, and Mussolini before him.
And as if he had written his fate, at that mayors' summit, ten days after Veliaj's arrest in prison, by decision of the Special Court, Rama regains the "crown" of mayor, 14 years after he had lost it in the elections to Basha.
The grandeur of the meeting, announced as a "working meeting", on the day of the commemoration of the overthrow of the dictator's statue by students, would be the envy of any executive committee chairman, looking at it from hell or purgatory where he is. The chairs arranged in a pattern, the lighting and the artistic configuration of the scenography, stood out like a carpet laid out in front of the stage where the podium was set up, with the screen flashing the achievements of Rama's 25 years of power.
The Çiban that surround the square, the Totems attached to the 15th floor, and those that the Clock Tower and the Et'hem Bey Mosque, which are placed like a concrete backbone, closed the podium, the prime minister±mayor, and resembled a vice that has grabbed the center of Tirana by the throat, and that cold February afternoon, Rama himself, attached to the podium, in its center.
Placed, facing the shadow that the statue of the dictator still has in the square, almost symmetrically with the podium where his statue once stood, Rama seemed as if on that anniversary of his fall, he was encountering the shadows of the past, which with the setting sun in the corridor of Durrës Street extended and covered first Rama, then the scenography of the theater painted by him.
On February 20, 2025, the square, or at least a fragment of it, was transformed into a 'staging' of a meeting of the party's grassroots organization, which, due to the massive vacuum of that square (which is not a square), or to the shrinkage of bodies chilled by the February cold, to the long speeches, or to the overconsumed video performance in repeated images, was reduced to a handful of people. The few speakers, who climbed the podium placed with their heads to the east and their feet to the west, performed the last scene for Veliaj: his political epilogue.
