SPAK launches investigations into the general secretary of the Municipality of Tirana, suspected of laundering money through the consultancy business
Investigations have been launched against the general secretary of the Tirana municipality, Eldi Hoxha, who is suspected of being implicated in money laundering.
Media sources indicate that Hoxha is suspected of laundering money through a consulting business in his own name.
Eldi Hoxha is suspected of having allowed cigarette smuggling and not only from 2021 to early 2025.
Sources indicate that SPAK has also begun investigating the period when Eldi Hoxha was part of the customs directorate and the AKSHI.

Vox News ka hulumtuar dosjen e Prokurorisë së Posaçme për Eldi Hoxhën, ndaj të cilit është vendosur masa e sigurisë ndalim i largimit nga territori i Republikës së Shqipërisë. Gjykata e Posaçme ka zbatuar masën e sigurisë më 28 maj 2025, ditën kur ai është emëruar Sekretar i Përgjithshëm i Bashkisë së Tiranës.
Para muajit maj 2025, Hoxha ka qenë në postin e Drejtorit të Departamentit Operativ-Hetimor prej muajit nëntor 2020. Pikërisht gjatë kësaj detyre, ka lejuar në masë kontrabandën e cigareve, duke i shkaktuar një dëm shtetit në vlerën e 53 milionë eurove.
Ai është denoncuar disa herë për shkelje të rënda, duke favorizuar biznese të ndryshme. Ndaj tij janë zbatuar dy masa sigurie “ndalimi i daljes jashtë shtetit” dhe “detyrimi për tu paraqitur në Policinë Gjyqësore”. Hoxha është pjesë e një grupi kriminal që lejuan kontrabandën e një sasie të madhe cigaresh. Skema ishte e tillë që cigaret transportoheshin nga Shqipëria drejt vendeve të BE, pa paguar më parë doganën.
Në dosjen e Prokurorisë së Posaçme detajohet se 36 personat, ku bën pjesë edhe Eldi Hoxha, akuzohen për veprat penale të kontrabandës me mallra për të cilat paguhet akcizë, e kryer në formën e veçantë të bashkëpunimit, atë të grupit të strukturuar kriminal dhe grupi i strukturuar kriminal.
Gjithashtu, grupi akuzohet edhe për kryerjen e veprave penale nga organizata kriminale dhe grupi i strukturuar kriminal si dhe kontrabanda nga punonjës që lidhen me veprimtarinë doganore, e kryer në formën e veçantë të bashkëpunimit, atë të grupit të strukturuar kriminal. Hoxha akuzohet edhe për shpërdorim detyre!
Vox News ka mësuar se Eldi Hoxha gjatë kohës që ka qenë drejtor i Departamentit Operativ-Hetimor në Drejtorinë e Përgjithshme të Doganave ka hapur në QKB një nipt, si person fizik. Një skemëe përdorur pothuajse nga të gjithë drejtorët apo ish-drejtorët e Doganave, për të cilët ka dyshime se, pagesat që merrnin pikërisht nëpërmjet këtyre nipteve, ishin në fakt pjesa e ryshfetit. Eldi Hoxha e ka pasur këtë nipt për ushtrimin e veprimtarisë në fushën ligjore, këshillime për çështje ligjore. Gjithashtu objekti ishte konsulenca të ndryshme ligjore për shoqëritë tregtare, etj.
Cilat kompani apo shoqëri tregtare kanë marrë konsulencën e Eldi Hoxhës? Sa është paguar Eldi nga këto shoqëri? A mos vallë këto shoqëri që i ka këshilluar kanë bërë edhe fatura doganore? Pagesat, nëse ka marrë, a mos janë në fakt ryshfeti apo haraçi? Normalisht, Prokuroria e Posaçme ka në dorë një hetim dhe nëse do t’i shtrijë hetimet edhe te pasuria padyshim që do të gjejë edhe të dhëna të tjera.
