SP submits the proposal for Territorial Reform to the Assembly, the municipalities that will be merged are REVEALED, from 61 to 46

The Socialist Party has submitted its proposal for the administrative-territorial reform to the Parliament. This proposal has also been forwarded to the mayors of the Municipalities and Municipal Councils. As more has been revealed about this proposal, which has brought about quite a few debates between the two largest political forces in the country, but also opposition from some of the municipalities.

According to this proposal, it is reported that 15 municipalities will be merged, thus bringing the number from 61 to 46. The municipalities that are expected to be merged are: Fushë-Arrëz, Klos, Rrogozhinë, Dimal, Poliçan, Patos, Divjakë, Selenicë, Maliq, Këlcyrë, Memaliaj, Libohëvë, Cërrik, Belsh and Përrenjas.

The proposed model maintains the municipality as the sole unit of local self-government, with a single mayor, a council, an administration, and a single budget. 

More specifically, the changes that the Socialists have proposed are:

-The municipality of Dimal and Poliçan merges, merging with Berat 

-The municipality of Klos is dissolved and joins Mati 

-The municipalities of Cerrik and Belsh merge and join Elbasan

-The municipality of Prrenjas is merged and joins Librazhd

-Patos municipality is dissolved and merged with Fier

-Divjaka municipality is dissolved and joins Lushnja

-The municipality of Libohova is dissolved and joins Gjirokastra

-Memaliaj municipality is dissolved and joins Tepelena 

-The municipality of Këlcyrë is dissolved and merged with Përmet 

-Maliq municipality is dissolved and joins Korça 

-Rinas joins Tirana, Vora municipality remains

-The municipality of Selenica is dissolved and joins Vlora 

-The municipality of Fushë Arrëz is dissolved and joins Puka
