An individual who until yesterday ran the company that had won the sterilization concession in healthcare, which produced a file for the Special Prosecution Office, where several leaders of the Ministry of Health have been indicted, is continuing to receive millions of euros for the same services. Artan Lleshi has run the concessionaire firm "Sani Service" for a long time, while later he founded the company "Game Service", where he initially received money from the concessionaire and currently, after nationalization, continues to receive the same amounts from the state-owned firm.
A vicious circle that continues to devour public money, where despite the fact that there was an investigation and that several people are currently being tried, the same amounts are still being channeled into the same hands, to the same individuals, who are universally known as the proxies of state officials, or of some oligarchs in healthcare. With these actions, the law-making or law-enforcing bodies have only made a "hole in the water", as they have not managed to find the real causes of the useless and abusive concessions.
If you are going to nationalize this service, it means that the "jobs" are done by state employees, that there is transparency for public money, or that they do not go to the same hands that made this service so abusive. Especially since after nationalization, the money is being thrown "down the drain", more than the concessionaire company received, without any competition and negotiations between the state-owned company OSHIS and the companies!
On August 14, 2026, OSHIS finalized the next tender, where the winner is the company GAMASERVICE, with address in Kashar, Tirana-Durres highway in Mëzez. The tender has a short contract object "back-up service (Back-Up) to ensure the continuity of the transport of sterile and non-sterile sets and consumables, transport of hazardous hospital waste generated by the personalized set, in the temporary inability of 'OSHIS' sha".
"Through this form, we inform you that GAMASERVICE participated in this procedure, with a value of 154,582,411 lekë. None of the participants were disqualified," the documents state. So, in this tender there was only one bidder, the company of the former director of the concessionaire firm, which offered about 97% of the limit fund of this procedure, leaving behind only 50 thousand euros.
The company "GAMESERVICE" has won tenders in the past from the Integrated Sterilization Service Operator, which did not follow the normal procedure, where companies would participate and make offers, but negotiated with this company.
The owner of this company is Mr. Artan Lleshi, who was previously one of the top directors of the company "Sani Service", which for 10 years collected millions of euros from the state budget and produced negative balances. The name of the owner of the company that won this tender, Artan Lleshi, also appears in the file of the Special Prosecution, which has sent to the court, where former minister Ilir Beqaj and Klodjan and Ilir Rrapaj are under indictment.
It is learned that Lleshi was one of the friends of the state officials who are under indictment, and even a friend of Ilir Rrapaj, in 1994. Lleshi, according to SPAK, has been a director of the concession company "Sani Service" since its creation. The prosecution has proven that transactions were made between the concession company and "Gameservice" between April 2020 and December 2021.
