Kosovo/ Expatriates alarm over lack of security in ballots, CEC clarifies the

Since the receipt of ballots from expatriates to vote in the June 7 elections, numerous doubts have been raised regarding their validity.

There is a large number of expatriates who are registered as voters outside of Kosovo, and who have expressed doubts about the type of ballot.

For several days now, Klankosova.tv has received a host of such complaints, where expatriates have said that the ballots do not contain a serial number.

They have also stated that these ballots are missing adhesive tape.

For this reason, expatriates have raised doubts about the risk of falsification of their vote, which they express with full willingness to elect political representatives in their homeland.

In addition to them, there was also Muhamet Idrizi, the Albanian politician from the CDU ranks for the Hamburg Parliament, who raised concerns regarding the security of diaspora ballots.

Days ago, through a post on Facebook, Idrizi warned that the election documents sent so far to voters abroad do not have a security tape, questioning the integrity and traceability of election materials.

However, the Central Election Commission has reacted to these suspicions, issuing an explanation for the lack of adhesive tape in the postal voting package.

The CEC has said that the lack of an additional adhesive tape does not affect the validity of the ballot.

"The CEC announces that, as in the early elections for the Assembly of Kosovo, which were held in December 2025, in the current early elections for the Assembly of Kosovo, the use of the CEC adhesive tape, which was used in the 2025 Local Elections, is not foreseen. The postal voting process takes place in such a way that the voter places the ballot in the secrecy envelope, which is closed with the standard adhesive that the envelope itself has," the statement says.

According to the CEC, this institution has consistently taken security measures in the voting process abroad.

"The ballots that are placed in individual packages are ballots that contain security elements, similar to the ballots used in Kosovo, in the voting process at polling stations. These security elements are defined by the CEC in the Electoral Regulation for ballots and booklets. They contain at least three security features, which make them protected from copying or forgery. These features include microprinting, UV printing and the "anti-copy" element, which displays a distinctive sign in case of an attempt to copy the ballot," the CEC statement said.

The CEC has also clarified that each ballot that was sent to voters outside Kosovo for voting by mail is stamped on the back with a black stamp.

"So, the stamp placed on these ballots is black and does not mean that the ballot is a copy. In addition to these elements, voting by mail is also ensured by providing voters with a registration receipt, a unique document that the CEC sends to each applicant after they successfully register as a voter outside Kosovo," the CEC said.
